    Now Hiring: Safety & Training Manager

     

    At TCAT, safety isn’t just a regulatory requirement, it’s our culture! We’re looking for an experienced, people-focused Safety & Training Manager to lead our organization’s safety, training, and compliance efforts and help shape the future of public transit in Tompkins County.

     

    This is a highly visible leadership role for someone who enjoys teaching, problem-solving, and fostering a proactive safety culture to keep employees, passengers, and the community safe. In close partnership with our Operations and Human Resources teams, you’ll serve as TCAT’s internal expert on safety and training, supervise two Trainers, oversee our drug and alcohol testing program, and ensure full compliance with Federal and State regulations.

     

    Salary: $70,000-80,0000 annually (exempt, benefits-eligible)

     

    What You’ll Do

     

    As the Safety & Training Manager, you’ll play a critical role in supporting TCAT’s mission and daily operations. Primary responsibilities include:

     

    + Regulatory compliance & DOT program administration

    + Serve as the organization’s expert on OSHA, CDL, and Article 19-A regulations.

    + Oversee TCAT's drug and alcohol program, including random, pre-employment, and post-accident testing for safety-sensitive personnel.

    + Ensure all safety and security manuals, plans, and policies comply with company and regulatory standards.

    + Prepare for and lead the organization through audits by external agencies (NYS DOT, TSA, FTA, and DMV).

    + Chair the TCAT Health and Safety Committee, coordinating meetings and acting as a liaison to management.

    + Obtain and monitor driver abstracts (DMV-R) and assist HR with DOT physicals and pre-employment drug test scheduling.

    + Training & workforce development

    + Lead the bus operator training program in partnership with Human Resources and Operations.

    + Ensure all operators and maintenance staff are current on training requirements; administer timely retraining for new equipment or procedures.

    + Conduct instructional check rides to evaluate and improve driving techniques and policy compliance.

    + Provide guidance and support to TCAT Trainers to foster a culture of learning and maximize new driver retention.

    + Administer and maintain TCAT's safety award program.

    + Incident response & investigation

    + Respond to personal injury and vehicle accidents and conduct on-scene investigations.

    + Initiate accident reports, cooperate with police investigations, and provide documentation to insurance carriers.

    + Act as the Accident Review Committee Officer to determine preventability and decide on appropriate follow-up actions.

    + Maintain electronic records and conduct analysis on accident/incident data to identify trends for future training efforts.

    + Facility & operational safety

    + Act as the organization’s safety ambassador, setting the standard for a proactive safety culture.

    + Develop and maintain security procedures for TCAT facilities and service vehicles.

    + Coordinate and ensure the compliance of all life safety systems.

    + Maintain comprehensive training and safety records for all TCAT personnel.

     

    What You Bring

    Qualifications:

    + Associate degree (or equivalent professional experience in the transportation industry)

    + Two or more years of demonstrated experience in a safety sensitive position is required (preferably as an operator in transportation)

    + Two or more years of supervisory experience (preferably with bargaining unit employees)

    + Hold valid CDL, Class B driver's license (or obtain within six months of hire)

    + Hold current NYS 19-A examiner's certification (or obtain within one year of hire)

    Skillset:

    + Strong problem-solving, coaching, and training skills

    + Ability to interpret and explain regulations to others

    + Ability to execute organizational initiatives in a fast paced, ever-changing environment

    + Must meet and maintain insurability standards as defined by TCAT’s insurance carrier

    + Exceptional written and oral communications skills

    + Working knowledge of Microsoft Office applications (particularly Word and Excel)

    Work Environment & Schedule:

    + Primarily in-person work at TCAT’s office and maintenance facility

    + Occasional field work responding to incidents or supporting training

    + Some exposure to weather and variable conditions during field work

    + Occasional travel to meetings, special events, or investigations

    Physical Requirements:

    + Frequent sedentary work with regular computer use

    + Frequent standing, walking, bending, crouching, and field activity

    + Ability to lift up to 25 lbs (training materials and equipment)

    + Must maintain DOT medical certification
