    The City & County of San Francisco’s Emmy Award Winning television station, SFGovTV, is looking for a creative and dynamic Media Producer / Video Editor.  SFGovTV and SFGovTV2, San Francisco's Cable Channels 26 and 78, provide the citizens of San Francisco access to quality government programming.  SFGovTV’s YouTube channel provides original programming and information on city events, city services and city life. Take a journey through the city's neighborhoods and experience its culture with programs that highlight the unique character of San Francisco.  SFGovTV showcases the work of city departments and the people that makes our city move.

     

    In addition to the much needed broadcasts that support open government access for citizens, SFGovTV creates and provides original content that is creative, entertaining and informative. For example; our Quick Bites and Shop & Dine in the 49 original programs which highlights the enviable food scene that our city is known for, was the recent recipient of a highly coveted Emmy Award.  Our goal to reach more milestones such as this, will require the creativity of great story tellers/video editors that can continue to deliver quality programming and elevate production capabilities. The successful incumbent will coordinate and perform production, post- production and maintenance work tasks to facilitate the creation of video programs for television, web, YouTube and social media.

    Essential duties include, but are not limited to, the following:

    + Supports coverage of  public meetings using broadcast and virtual meeting technology.

    + Performs production, post production video editing for SFGovTV programming for client and original productions.  Integrates knowledge of nonlinear editing systems (Adobe Premiere Pro or Avid Media Composer or similar NLE), media management, graphics integration, workflow with audio post production, video encoding, and delivery.

    + Determines the best way to convey a message or tell a story through editing while working with a producer or serving as your own producer.

    + Maintains archive of master clips and b-roll selects.

    + Designs graphics for video deliverables utilizing Adobe Photoshop and/or After Effects.

    + Develops video programs for television, website, social media, YouTube in alignment with station regulations.

    + Creates scripts, produces, coordinates production logistics, directs on-camera talent and crew and operates video production equipment for the recording and/or live transmission of original programs and City government meetings and events.

    + Develops and maintains social media content to engage constituents to increase viewership.

    + Performs related duties as required.

    + Experience: Four (4) years of broadcast production experience.

    + License and Certification: Possession of a valid California Driver's license.

    + Substitution: A certificate from a recognized media production program may substitute for one (1) year of the required experience. OR Possession of a baccalaureate degree from an accredited college or university in broadcasting, graphic design, or a related field may substitute for two (2) years of the required experience.

     

    Note: Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment

     

    Desirable Qualifications

     

    Ability to: set-up, operate and troubleshoot a variety of audio and video equipment (hardware & software) including professional studio, ENG, and robotic video cameras, character generators, video and audio mixers, light and grip equipment, audio & video switchers, and video editing applications; operate a variety of office equipment, set up and maintain records, track resources; format, edit and update information into viewable and readable "on-air" public information; recognize deficiencies in video and sound; shoot digital still photos; communicate effectively in writing and verbally; establish and maintain effective and cooperative working relationships with public, city staff and programming sources and communicate clearly producers; respond to public in a polite and tactful manner.

     

    Appointment Type: Temporary Exempt (TEX) Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is up to twenty-four (36) months and will not result in an eligible list or permanent civil service hiring. Project-based positions cannot be ongoing or exceed 36months.

     

    Work Location: Incumbent will conduct the majority of work at the SFGoTV / Department of Technology, (City Hall , 1 Dr. Carlton B. Goodlett Place, SF, CA 94102).  However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

     

    Nature of Work: Incumbent must be willing to work a schedule as determined by the department 40 hours per week. Travel within San Francisco may be required
