    The Senior Director, Product Development is responsible for

    leading the end-to-end development and commercialization of innovative products

    that drive CoreCivic’s long-term growth. Identifies, validates, and scales new

    product opportunities, especially those leveraging technology. Acts as both a

    builder and an operator, transforming concepts into market-ready products,

    securing early adopters, and establishing scalable business models. Collaborates

    with the executive team to ensure that all product initiatives align with

    CoreCivic’s overall strategy while enabling the agility and autonomy necessary

    to succeed in dynamic markets.

    ESSENTIAL FUNCTIONS:

    The incumbent should be able to perform all of the following

    functions at a pace and level of performance consistent with the job

    performance requirements.

     

    + Shapes the corporate product strategy by sourcing, evaluating, and recommending new product opportunities, including the development of financial models, market sizing, and competitive analysis to guide investment decisions.

    + Engages directly with customers, partners, and stakeholders to validate market needs and test product concepts, using insights to build compelling business cases that inform strategic direction.

    + Oversees the product development lifecycle from initial concept and minimum viable product (MVP) creation through full-scale launch, building and leading cross-functional teams, and establishing agile practices that accelerate time to market.

    + Develops and manages product P&Ls, budgets, and capital requirements, ensuring achievement of key milestones such as product-market fit, early customer acquisition, and scalable growth metrics.

    + Brings an external, future-focused perspective on technology, policy, and industry trends, advocating for evidence-based and first-principles decision-making across the product portfolio.

    + Leads cross-functional initiatives and change management efforts related to product launches, partnerships, and integrations, ensuring alignment between Product Development and broader CoreCivic objectives.

    + Cultivates early customer relationships and strategic partnerships with external providers, start-ups, and technology firms to accelerate product development and commercialization.

    + Domestic U. S. travel may be required.

    QUALIFICATIONS:

    + Graduate from an accredited college or university with a Bachelor’sdegree, preferably in Business, Technology, Computer Science, or related fieldis required.

    + Graduate degree (MBA, MPA, or related) preferred. Seven years ofexperience in product development, product management, or technologycommercialization, with a proven track record of launching successful productsin new or adjacent markets.

    + Demonstrated expertise in leading cross-functionalteams, managing complex projects, and scaling product initiatives from conceptthrough commercialization.

    + Knowledge of performance-based government contracting and evidence-basedservice models preferred.

    + Exceptional communication andstakeholder management abilities, with experience building networks amongindustry experts, customers, and partners.

    + Ability to balance entrepreneurialinitiative with disciplined fiscal management and strategic alignment. Experiencewith agile development methodologies and evidence-based productdecision-making.

    + Knowledge of AI tools for discovery, prototyping, anddata analytics, and demonstrated ability to apply them in productdesign, customer validation, and operational scaling.

    + Comfort withambiguity, ability to operate autonomously, and strong entrepreneurialorientation.

    + Proficiency inMicrosoft Office and other business productivity tools is required.
