    Base Salary: $35,618.70 - $46,245.72

     

    Pay Grade: H H

     

    (Headquarters Based: A minimum of 2 days per week in the office. Additional days may be required on occasion).

     

    Bright from the Start: Georgia Department of Early Care and Learning is responsible for meeting the childcare and early education needs of Georgia's children and their families. It administers the nationally recognized Georgia's Pre-K Program, licenses childcare centers and home-based childcare, administers Georgia Childcare and Parent Services (CAPS) program, federal nutrition programs, and manages Quality Rated, Georgia's community powered childcare rating system.

     

    The department also houses the Head Start State Collaboration Office, distributes federal funding to enhance the quality and availability of childcare, and works collaboratively with Georgia childcare resource and referral agencies and organizations throughout the state to enhance early care and education.

    Job Description:

    Under general supervision, provides human resources support services to divisions within the Department of Early Care and Learning (DECAL). The HR Assistant will assist in the talent acquisition process with background checks, reference checks, Internship recruitment, prepare monthly reports, maintains vendor spreadsheet, and other HR administrative duties as needed. The Human Resources Assistant reports to the Senior HR Manager.

    Job Responsibilities:

    + Provide general HR administrative support such as preparing correspondence, forms and reports, arranging meetings, composing regular correspondence, processing confidential reports and documents.

    + Completes assigned new hire selection checklist and ensure all information and documents are accounted. Organize the announcement folders prior to closing out the process.

    + Participates in recruitment outreach activities, such as representing the agency at job fairs and career events.

    + Conducts the pre-employment background check to verify education credentials, personal references, and credit history as needed. Handles the E-Verify program, GA Drivers Motor Vehicle, and the background check process for new hires. Maintains and updates the various spreadsheets for each pre-employment check.

    + Responsible for maintaining the record retention schedule on all employment files.

    + Assists with preparation of monthly and quarterly reports including the average salary report, and other reports for the HR Unit.

    + Assists with tracking the completion of annual performance reviews and the mandated annual sexual harassment training for the agency.

    + Provides exceptional level customer service to internal/external customers.

    + Work with the HR Director on meeting/event coordination and reports.

    + Greets and assist visitors in a professional and welcoming manner, answers and directs phone calls, schedule appointments, response to client’s emails, and filing.

    + Works on Special Projects as assigned.

    Entry Qualifications:

    High school diploma/GED and two (2) years of experience performing human resources job-related functions; or one (1) year of experience required at the lower level HR Tech 2 (HRT011) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

    Preferred Qualifications:

    Completion of a bachelor’s degree from an accredited college/university in Human Resources or related degree AND one year of administrative experience, previous or current state government experience is helpful.

    Technical Competencies:

    + Knowledge of federal and state employment laws

    + Knowledge of terminology specific to the field of human resource administration

    + Demonstrated proficiency in using Microsoft Office (Word, Excel, PowerPoint)

    + Demonstrated skill in written and verbal communications

    + Excellent interpersonal skills

    + Ability to plan and prioritize work

    + Ability to identify problems and develop solutions

    + Desire to work as a team member

    Physical Requirements:

    + Work is performed in an office environment with intermittent sitting, standing, and walking in various settings; requires bending, stooping, reaching, twisting, lifting, pushing and moving items or materials occasionally of moderate weight up to 20 pounds.

    + Full range of hand and finger motion for data entry purposes.

    + Ability to view computer screen for long periods of time.

    + Ability to receive detailed information through oral and written communication
