As part of the Office of the Governor, the Georgia Emergency Management and Homeland Security Agency (GEMA/HS) works with local, state, and federal governments, in partnership with the private sector and faith-based community, to protect life and property against man-made and natural emergencies. GEMA/HS employees are on 24-hour call statewide to assist local authorities when disaster strikes
Position Summary
The GEMA/HS All-Hazards Information Systems Architect and Project Manager is a key position within the State Operations Center (SOC) and Georgia State Warning Point (SWP). The role has demanding responsibilities with critical requirements in operations support, readiness, and incident support across all hazards.
This position plans, designs, integrates, and sustains mission-critical information and communications capabilities that enable statewide situational awareness, coordination, and decision support. The role leads architecture, requirements management, integration, governance, and operational support for the agency’s Common Operating Picture (COP) and related platforms. Under broad supervision, the position manages implementation and upgrade projects through the full life cycle: discovery, definition, approval, acquisition, implementation, evaluation, acceptance, and sustainment. The position builds collaborative partnerships with internal and external stakeholders; provides technical guidance to project teams; applies standard project management methodology; and manages system documentation (e.g., licenses, as-builts, technical guides, vendor contacts, and continuity files).
Core Responsibilities
Architecture, Integration, and Sustainment
• Plans and maintains integrated, mission-critical technology capabilities supporting SOC/SWP operations and statewide incident management.
+ · Designs end-to-end integration and data flow across crisis information systems, GIS, alerting/warning, telephony, AV/video wall ecosystems, and electronic security systems.
• Develops and maintains system architectures, interface specifications, and technical standards (e.g., APIs, identity/access, data governance, audit logging, and resiliency).
Requirements and Operational Usability
• Analyzes user requirements, procedures, and operational pain points across the SOC (including alternates and adjacent facilities) and the SWP.
• Automates business processes; upgrades or modifies existing systems; and evaluates system-wide workflow, capability gaps, and limitations.
• Works with system owners, engineers, administrators, and vendors to validate requirements, design solutions, and sustain performance.
Project Delivery and Risk Management
• Coordinates implementation with system owners, vendors, engineers, and administrators; manages technical risk, dependencies, testing, and cutovers.
• Ensures deliverables are completed within approved timeframes and budgets; supports acceptance testing, transition to operations, and sustainment planning.
Activation Support and Interagency Coordination0
• Habitually serves as COP Manager during activations: configures dashboards/views, manages data inputs, ensures operational usability, and supports leadership views and briefings.
• Supports the interagency response enterprise and works cooperatively with GEMA/HS IT and/or ESF-2 (Emergency Communications) on communication infrastructure projects and tactical networks.
• May deploy to on-site command posts to support special events and incident operations.
• Trains and sustains alternate COP managers.
Training, Documentation, and Continuous Improvement
• Establishes SOPs/playbooks for steady-state and activation operations; develops training, job aids, and user guides.
• Supervises, guides, and/or instructs technology-related work activity of users and super-users.
• Conducts performance monitoring and after-action improvement activities (metrics, usability findings, root-cause analysis, and backlog management).
• Documents system designs in detail and maintains continuity files.
Technical Scope (Representative Systems)
The role supports and integrates technologies that may include, but are not limited to:
• Enterprise crisis information systems (e.g., WebEOC, Crisis Track)
• GIS and geospatial applications (e.g., ArcGIS)
• UAS and situational tools (e.g., DroneSense)
• Traffic camera systems and external data feeds
• Telephony/contact center systems (e.g., Cisco Webex, Calabrio)
• AV and video wall ecosystems (e.g., BARCO)
• Electronic security systems (e.g., Avigilon)
• Microsoft 365 ecosystem (e.g., Power Platform)
• Alerts and warning systems (e.g., Rave, DAPage)
• Uses/incorporates approved AI/LLM tools to accelerate analysis, documentation, and workflow automation while maintaining human verification and strict compliance with cybersecurity, records retention, and sensitive-information handling requirements.
Work Planning and Reporting
• Develops and maintains coordinated workplans and objectives aligned to EM-Operations priorities.
• Matures issues and recommendations; elevates decisions and resource requirements when appropriate.
• Provides weekly progress reporting and maintains visibility on delivery status, risk, and dependencies.
Workstation / Work-Center Setup and Sustainment
• In cooperation with EM-Operations Support:
o Sets up, reconfigures, and restores SOC/SWP work centers and operator stations (desks/consoles) to support steady-state operations, activations, and special events, including equipment placement, ergonomic adjustments, and readiness checks.
o Installs and secures workstation hardware (e.g., under-desk routers/switches, monitor arms/monitors, docks/peripherals), performs cable routing/labeling/management, uses appropriate hand and power tools when needed, and restores spaces to a clean, safe, mission-ready condition after work.
Essential Tasks
• Leads end-to-end requirements development for all-hazards technology (intake, validation, analysis, prioritization, and traceability to mission outcomes).
• Designs integration and data flow across crisis information systems, GIS, alerting/warning, telephony, AV/video wall ecosystems, and security systems.
• Serves as COP Manager during activations by configuring dashboards/views, managing inputs, ensuring usability, and supporting leadership briefings.
• Develops system architectures, interface specifications, and technical standards (APIs, identity/access, data governance, audit logging, and resiliency).

• Instructs staff and supports workforce development through training and coaching.
• Performs other duties as assigned; may work out-of-scope based on EM-Operations priorities.
Knowledge, Skills, and Abilities:
+ Enterprise systems architecture and integration (e.g., APIs, middleware, eventing, data pipelines, interoperability).
+ Emergency management operations, ICS/IMT concepts, and activation support in an EOC environment.
+ • Common Operating Picture design: dashboards, geospatial visualization, operational reporting, and workflow automation.
+ • Develop, maintain, and enhance WebEOC boards/pages using Classic ASP (VBScript/JScript), HTML, CSS, and JavaScript to support EOC workflows (incident logging, mission/tasking, resource requests, situation reports, and executive dashboards).
+ • Design and optimize SQL Server objects (queries, views, stored procedures) that support board functionality, reporting, and data quality controls.
+ • Configure and administer WebEOC components (board schemas, picklists, permissions/roles, templates, and routing/notification rules) to meet operational requirements.
+ • Build and sustain system integrations (API/data exchange, scheduled imports/exports, middleware.
+ • IP design & segmentation concepts: VLANs, subnets, ACLs/firewall rules to isolate security and AV from general user networks.
+ Switching basics: trunks/access ports, STP/loop avoidance, LLDP, link negotiation, interface error counters.
+ PoE engineering: 802.3af/at/bt, power budgeting and troubleshooting (cams, panels, endpoints).
+ Core services: DNS + NTP (time sync matters for video correlation, logs, and incident timelines).
+ Project planning & scheduling (scope, WBS, milestones, dependencies).

Minimum Qualifications:
+ Bachelor’s degree in Information Systems, Computer Science, Engineering, or related field and relevant progressively responsible experience in systems analysis/architecture and integration; or an equivalent combination of education and experience.
+ Experience supporting mission-critical systems in a 24/7 or high-availability environment. The SOC and SWP are zero-downtime operating environments.
+ • Demonstrated ability to lead cross-functional technical efforts with multiple stakeholders.
+ • Conducts technical research, accesses vendor resources and support; quickly and professionally solves complex problems.
+ • Ability to competently demonstrate—or show a high probability of acquiring and retaining—the knowledge, skills, and abilities, as evaluated through verbal and hands-on tasks.
Preferred Qualifications:
+ Experience with EOC/crisis platforms (e.g., WebEOC), GIS ecosystems (e.g., ArcGIS), and public safety/emergency communications workflows.
+ • Experience building automations and integrations (API-based) across telephony, incident management, and reporting systems. • systems.
+ Familiarity with NIMS/ICS, FEMA core capabilities, and interagency operational coordination.
+ Relevant certifications (examples: ITIL, TOGAF, security or cloud fundamentals, GIS, etc.).

W Working Conditions: •
+ Primary duty location: GEMA/HS SOC; periodic travel statewide as needed.
+ • On-call/extended hours/stay overs during incidents, activations, and major events.
+ Work may involve sensitive information and requires strict adherence to security and operational protocols.
