    RCP012, Safety and Compliance Spec 3 (K) – District Safety Program Manager

     

    Salary $53,259.00

     

    Job Summary: Under broad supervision, coordinates and performs inspections for compliance with policy, procedures, state and federal regulations and standards to ensure environmental health, safety, and/or compliance. Develops policies, methods and programs on safe driving, driver education, alcohol or drug awareness or occupational safety and health issues. May serve as lead.

    Description of duties : Under limited supervision, the District Safety Program Manager provides the following:

    - Advocates safety to all levels of employees within the organization; teaming with other safety staff, delivers statewide safety communications routinely and during emergencies.

     

    - Investigates all incidents (crashes and injuries) with the district safety committee to perform root cause analyses (RCA), correction and preventive actions (CAPA), and unites with management to implement CAPA. Connects with all levels of management and employees obtain information about work environments and workplace incidents. Investigates close calls.

     

    - Conducts reviews and reports findings of catastrophic, fatal or serious accident investigations (within specified response time periods), and performs safety site reviews of facilities, operations and roadway work zones. Responds to emergency incidents and weather conditions.

     

    - Develops policies, methods and programs of the occupational safety and health management system that continue to transform the organization into a “zero harm” safety culture.

     

    - Partners with management to create an effective district safety program, seeking to minimize the number of crashes and injuries while complying with state laws, policies, rules and regulations.

     

    - Teams up with management and supervision to provide a safe work environment for DOT employees (through employee engagement activities which move safety forward, including safety audits, inspections and counts of incidents).

     

    - Reviews plans and documents for ‘safety by design’ while in the construction phase or the equipment specification phase.

     

    - Coordinates or conducts worker training in areas such as safety hazard awareness, recognition, and elimination as well as the use of safety equipment.

     

    - Compiles, analyzes and interprets statistical data related to occupational illnesses and accidents. Recommends processes and products safety features that will reduce hazardous exposures.

     

    - Investigates and processes claims filed against the Department such as worker’s compensation, auto property damage, general liability, and private property damage.

     

    - Processes auto and state property damage claims against third parties for collection of Department losses, including working with contractors on repairs and collections.

     

    - Liaise with outside safety partners to integrate solutions for safe production.

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications

    STATE ENTRY QUALIFCATIONS:

    • Associate's degree in a related field from an accredited college or university AND One year of related experience

    • OR High school diploma or GED AND Three years of related experience

    • OR One year of experience required at the lower level Safety & Compliance Spec 2 (RCP011) or position equivalent.

     

    Note: Some positions may require a valid driver's license. Note: Some positions may require certification and/or licensure.

    AGENCY SPECIFIC QUALIFICATIONS:

    • Associate's degree in a related field from an accredited college or university and one year related experience OR High school diploma or GED AND Three years of related experience.

    • Professional or practitioner level work experience in the field of occupational safety

    • Knowledge of Worker’s Compensation processes and procedures

    • Demonstrated ability to interpret industrial/manufacturing work-place safety practices and standards

    • Demonstrated ability to train individuals and to develop training and information programs

    • Demonstrated experience inspecting facilities and work-sites to ensure compliance with safety laws, policies, regulations and procedures

    • Demonstrated basic computer skills, including familiarity with the use of MS Office and Outlook

    • Demonstrated ability to prepare and deliver clear and convincing oral presentations, to teach, motivate and persuade others to accept recommendations

    • Displays initiative and commitment towards completing tasks

    • Fosters team spirit and commitment to achieving goals

    • Demonstrated ability to comprehend and adapts to new policies and procedures

    • Demonstrated experience organizing and prioritizing work, adapting flexible approach to organizational needs and routines

    • Demonstrated experience identifying problems, gathering and interpreting information, making correct inferences to reach and implement a decision to accomplish goals

    • Committed to providing quality customer service

    AGENCY PREFERRED QUALIFICATIONS:

    • Professional level work experience in the field of workplace safety for a state agency, federal agency or private organization, in construction or maintenance

    • Possession of a recognized safety certification or completion of a formal safety training program

    • Knowledge of and demonstrated experience with Georgia’s Workers' Compensation Processes and Procedures and/or Return to Work Program

    • Experience processing claims with insurance companies

    • Demonstrated ability to assign, monitor and evaluate work

    • Demonstrated work experience in delivering presentations and/or briefings on safety subjects, general or technical topics

    • Previous experience in a lead or supervisory role interacting with others to guide, influence, motivate, and challenge them

    • Demonstrated ability to quickly form a mental picture of physical components and movements within a work environment and accurately identify unsafe conditions

    IMPORTANT INFORMATION FOR ALL GDOT JOBS

    Good Employment Standing:

    In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
