The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting. The SAO also provides enterprise oversight and management of the State’s Enterprise Resource Planning (ERP) system, accounting policy development, financial business process improvement recommendations, and management of the payroll and accounting shared service centers.
Job Description:
Oversee the management of all aspects of enterprise data exchange, application and agency security and enterprise reporting. In addition, this position plays an integral role in the development and maintenance of security related policies and procedures, security training and release management. Provides leadership to subordinate managers and staff.

Pay Grade: Q
Salary range: $85,508.41 - $113,824.07
Salary commensurate with experience.
Primary Duties & Responsibilities:
+ Develops and maintains security related policies and procedures as applicable to both the enterprise resource planning platform and agency
+ Collaborates with other state entities and authorities to ensure state-mandated security protocols are implemented appropriately
+ Participates as a security subject matter expert on various project teams, panels and committees
+ Ensures that appropriate processes, procedures and tools are developed, implemented and followed to ensure a secure development and operating environment
+ Provides guidance to data exchange and report teams to ensure development, file/report exchange activities are executed securely and timely
+ Serves as an escalation point to assist teams with removing barriers and resolving issues
+ Prioritize ERP platform objectives and provide input on approaches to solution recommendations
+ Ensure timely delivery on commitments by focusing on results while efficiently leveraging team talent
+ Evaluates root causes to problems and identifies impacts beyond the immediate team/department. Develops and implements mitigation plans to reduce and/or eliminate future problems
+ Breaks down complex plans into digestible and manageable action steps for team members
+ Work closely with internal controls, audits and other partners to ensure security standards are fully implemented and adhered to
+ Define key performance indicators for assigned areas of responsibility. Develop KPI reporting dashboard(s) and deliver monthly report out on actionable risk and opportunities for improvement
+ Identify and implement process improvements, automation and other enhancements to mature organization and increase efficiency and effectiveness
+ Fosters an environment of continuous improvement and learning across all areas of responsibility
Minimum Qualifications:
Associate degree in a related field from an accredited college or university and six (6) years in a managerial or supervisory role; or eight (8) years in a managerial or supervisory role; or one (1) year of experience at the lower level Sr. Mgr, Info Technology (ITM023) or position equivalent.
Preferred Qualifications:
• Master's degree in a related field from an accredited college or university AND Three years of management experience in area of assignment OR Bachelor's degree in a related field from an accredited college or university AND Four years of management experience in area of assignment OR Eight years of experience in area of assignment AND Four years of management experience in area of assignment
• Five years of experience developing and implementing a robust security program for a large organization
• Five years of experience leading ERP development, security or reporting teams primarily with Workday, SAP, Oracle, Info or others.
• Five years of progressive management experience
