    Overview:

    The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida’s gaming laws and combatting illegal gambling activities.

     

    The agency is overseen by five Commissioners who are appointed by the Governor, with Commissioners appointing an Executive Director who leads a team of nearly 200 staff members. The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

    Position Duties and Responsibilities :

    The Regulatory Analyst IV, working under the direction of the Audit Administrator and Chief of Revenue and Audit, providing support to the FGCC’s Division of Pari-Mutuel Wagering. The duties are as follows:

     

    + Plans and performs compliance audit engagements for pari-mutuel wagering, cardrooms, and slot operations of licensed pari-mutuel permitholders in accordance with the Florida Administrative Code, Florida Statutes, and the Office of Revenue & Auditing. Follows Standard Operating Procedures (SOP) and guidelines.

    + Prepares comprehensive workpapers and formal audit reports for review and approval by management prior to presenting final opinion to the permitholders.

    + Coordinates with assigned audit staff on audit engagements. Provides regular updates to the Audit Administrator (AA) and Chief of Revenue & Auditing (CRA) on the status of ongoing audit assignments. Seeks guidance from audit managers on any issues encountered during audit procedures. Based on feedback, determines if audit scope is sufficient or if further testing is needed to accomplish the audit objectives.

    + Travels and makes all necessary arrangements for overnight stays to various locations in Florida to perform the on-site portion of cardroom/pari-mutuel compliance audits, ensuring thorough examination, collection of evidence, in-person inquiries, and assessments of the audited facilities and operations.

    + Reviews findings and supporting documentation to ensure accuracy, thoroughness, and proper justification of conclusions.

    + Assists the Audit Administrator and/or Chief of Revenue and Audit as needed for various projects, including but not limited to revising audit programs to incorporate regulatory changes, working on special projects, and piloting new audit procedures for future implementation. Engages in cross-training and provides support for other pari-mutuel related duties such as statute and rule reviews, workshops, and monitoring commission meetings and final orders that may impact auditing procedures or requirements.

    + Directly interact with permitholders throughout the audit year.

    + Successfully completes and maintains Division-related training courses as assigned.

    + Complete other assignments as requested by the Audit Administrator and Chief of Revenue and Audit.

    Required Knowledge, Skills, and Abilities:

    + Knowledge of auditing, and other relevant standards;

    + Knowledge of research techniques;

    + Knowledge of applicable laws, regulations, and other administrative requirements;

    + Skilled in the use of a personal computer and Microsoft Office Suite at an intermediate or expert level;

    + Ability to collect, analyze and interpret data;

    + Ability to plan, organize and coordinate work assignments;

    + Ability to communicate effectively, verbally and in writing;

    + Ability to handle confidential information;

    + Ability to understand and apply rules, regulations, policies and procedures;

    + Ability to utilize problem-solving techniques;

    + Ability to effectively interview individuals and organize the information obtained to reflect the logical progression of procedures performed and conclusions reached;

    + Ability to work well as a team member;

    + Ability to follow instructions;

    + Ability to work within deadlines on multiple audits and assignments;

    + Ability to deal tactfully, courteously, and professionally with audited entities;

    + Ability to maintain objectivity; and

    + Ability to make sound judgments and decisions.

    Minimum Qualifications:

    + Four (4) years of audit, compliance, or regulatory experience. Professional studies from an accredited college or university may substitute for experience on a year-for-year basis.

    + A valid Driver's License; and

    + Ability to travel 25% of the time.
