    The Work You Will Do:

    BUSINESS DEVELOPMENT CONSULTANT/ Assistant Secretary for Finance and Administration/ Director, Office of Administration

     

    This position will ensure that small businesses are properly evaluated and certified to participate in transportation projects. Helps the agency meet federal program requirements and maintain funding eligibility. Conducts thorough reviews and investigations to prevent fraud and ensure only eligible firms are certified. Assists in the monthly processing of applications, affidavits, answering emails and assisting customers with program questions

    Your Specific Responsibilities:

    Serves as the primary point of contact for business certification programs, supporting daily operations and administrative activities such as processing affidavits and applications. Monitors program email inboxes, responds to phone inquiries, and assists customers - including the public, applicants, local governments, state Department of Transportations (DOT's), and other certifying agencies - with questions related to certification procedures.

     

    Provides technical assistance and supports application processing as needed. Recommends improvements to enhance the efficiency and effectiveness of office operations. Assists in the development and revision of procedures, policies, guidelines, forms, and regulations.

     

    Updates SharePoint site to monitor and track certification files. Reviews program applications and supporting documentation, schedules and conducts updates of certified firms, and advises the Manager of potential concerns along with recommended solutions.

     

    Provides direct organizational support to the Manager, including but not limited to, assisting with the development and revision of procedures, policies, guidelines, forms, and regulations. Prepare documents for and participate in administrative hearing processes as needed. Participates in workshops, trade fairs, seminars, outreach programs, and certification training programs. Schedules administrative time to complete required documentation and reporting activities. Attends and participates in staff meetings, and other activities within the Florida Department of Transportation (FDOT). Responds to inquiries from the public, applicants, municipal governments, FDOT Districts, and other certifying agencies regarding certification matters.

    The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

    Knowledge of:

    + Effective interviewing practices and customer service principles.

    + Data collection methods and analysis techniques

    Ability to:

    + Collect, evaluate, and organize data logically to prepare clear oral and written reports.

    + Plan, organize, and coordinate multiple work assignments while meeting deadlines.

    + Travel as needed to support program activities and outreach.

    + Conduct on-site reviews and special investigations related to certification programs.

    + Interpret and apply statutes, rules, and regulations to the real-world scenarios.

    + Express ideas clearly and analyze information effectively through both oral and written communication.

    + Work independently and exercise sound judgment in decision-making.

    + Research topics and organize findings for reporting and presentation purposes.

    + Interact professionally with individuals in person, by email, and over the phone.

    Minimum Qualifications:

    Four years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work or a bachelor's degree from an accredited college or university.
