Summary You will serve as a PERSONAL PROPERTY MANAGEMENT SPECIALIST in the Management Support Services division of NAVFAC SOUTHWEST. Responsibilities You will ensure all required inventories and reconciliations of property on hand are conducted in accordance with Management of Property and Department of the Navy Personal Property Policies and Procedures. You will gather information, identify relationships, analyze issues and develop recommendations regarding the efficiency of plant property programs. You will deal directly with all levels of the Command to ensure inventory program requirements are coordinated and conducted as scheduled. Requirements Conditions of Employment Qualifications GS-11 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintaining manual and automated records for accountable personal property; 2) Ensuring accountableness is established and maintained utilizing the Defense Property Accountability System (DPAS); 3) Applying the principles and guidelines are within regulatory guidelines for identifying excess property; and 4) Ensuring regulations and instructions pertaining to government-owned property are current and changes are properly recorded. GS-09 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with maintaining manual and automated records for accountable personal property; 2) Ensuring accountableness is established and maintained utilizing the Defense Property Accountability System (DPAS); 3) Reporting missing, lost or stolen items in accordance with policies and procedures. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants that do not meet the specialized experience as described above may qualify with education or a combination of experience and education, as follows: GS-11 position: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; or A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent. GS-09 position: Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to a master's degree; or LL.B. or J.D. that is related to the position being filled. or A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
