    Position Objective:

    Manage and coordinate the Metro-North Signal Design Workgroup in the development of complex signal system circuit designs and revisions necessary to support all wayside signal programs and projects including PTC. Direct and control design practices and procedures. Provide leadership and concise direction over project signal design engineers. Provide concise engineering and signal design for various capital signal projects to ensure safe and efficient movement of trains. Ensure programs and projects maintain schedules and budget s .

    Responsibilities:

    + Performs leadership and direction over the team of signal engineers for the design of cab signal systems, track circuits, signal control, switch control, grade crossings, centralized traffic control systems , and ancillary equipment.

    + Reviews and develops technical specifications and/or circuit plans for various signal systems including PTC as described above. Coordinate the issuing of circuit plans to field forces and ensure revision control of the circuit plans.

    + Interfaces with vendors/consultants/contractors and other C&S managers regarding project management issues, e.g. designs, schedules, submittal reviews, and component parts.

    + Responsible for project administration budget and schedule in issuing signal plans.

    + Provide support services for ongoing and future capital programs.

    + Represents the Signal Department on consultant and vendor selection committees and acts as a consultant during the manufacture of any required items.

    + Provide a lead in supporting the Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.

    Required Qualifications:

    Required Knowledge/Skills/Abilities:

    + Strong oral and written communication skills.

    + Strong working knowledge of Microsoft Office and/or comparable applications.

    + Strong knowledge of Federal Railroad Administration (FRA), CFR 233, 234, 235, and 236 requirements, and State Regulations concerning Signal Systems.

    + Strong knowledge of American Railway Engineering & Maintenance Association (AREMA) guidelines and practices.

    + Strong knowledge of wayside construction techniques and practices for cable and systems.

    + Strong knowledge of signal system design standards and practices.

    + Strong knowledge of communications design standards and practices.

    + Strong knowledge and experience in the integration of digital networks including serial device servers.

    + Strong analytical skills in order to analyze new and existing products, equipment , and/or procedures.

    + Strong knowledge of vital and non-vital wayside signal system hardware and software, including experience in Microlok, Microtrax, VPI, Genrakode, hardware , and software platforms.

    + Must be able to work in a high-profile/high-pressure environment.

    + Must be able to manage complex multi-discipline projects.

    + Strong knowledge of Auto CAD, Microsoft Project or Primavera , or comparable programs

    + Strong interpersonal skills with the ability to interact with internal departments and outside agencies.

    + Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program .

    + Must be available 24 hours 7 days as required.

    + Valid Driver’s License.

    The following is/are preferred:

    + Familiarity with Metro-North Policies and Procedures.

    + Familiarity with Metro-North collective bargaining agreements.

    Required Education and Experienc e/Training :

    + Bachelor’s Degree in Electrical Engineering, Electronics Engineering, or other related engineering discipline

    + Minimum 7-10 Years experience in a railroad or related transit system to include:

    + Block & Aspect, Routings design

    + Track Circuit design (electronic and non-electronic)

    + Signal control circuit design

    + Switch control circuit design

    + Conventional signal logic- relays and/or microprocessor

    + Centralized Traffic Control systems (field and office logic and microprocessors)

    + Maintenance and operations of wayside signals

    + Traction power systems

    + Minimum 7 years of Management experience encompassing Engineering, Capital Programs, Labor Management, Budget process and Manpower control.

    + Minimum 5 years experience managing professional staff/ a diverse workforce and/or projects.

    The following is/are preferred , but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

    + Professional Engineer License

    This position is safety-sensitive and subject to toxicological testing.

     

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

     

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
