    Facilities and Infrastructure Characterization and Analysis (FICA) Branch provides targeted location-based intelligence production on facilities worldwide through a unique production process that enables effective collection, exploitation, analysis and dissemination of location-based intelligence to support the production needs of the National Ground Intelligence Center (NGIC), Army, and Department of Defense/Intelligence Community (DOD/IC). FICA offers a full range of support services via contractor production teams. Each production team conducts all-source, signals (SIGINT), geospatial (GEOINT), human (HUMINT), and open-source (OSINT) intelligence. Additionally, the production teams are supported by organic collection management, technology, and analytic capabilities.

    Responsibilities:

    Manages Project and Contract Operations to ensure production schedules are met, system resources are utilized, and that proper relationships are established with stakeholders.

     

    Responsible for cost, schedule performance and risk identification/mitigation on projects including but not limited to systems, tools, equipment software, facilities and other activities coordinates resolutions production-related problems.

     

    Responsible for the work performance on the task order and must have experience managing programs of similar (or greater) size and or complexity.

     

    Responsible for organizing programs in accordance with the mission and goals and supporting the strategic direction of the National Ground Intelligence Center (NGIC).

     

    Development and oversight of budgets and operating plans for the contract; overseeing the evaluation to assess program strengths and identify areas for improvement.

     

    Regularly meet with FICA Government leadership and produce accurate and timely reports of program status through the life of the contract.

    Requirements:

    Must have experience managing programs of similar (or greater) size and or complexity.

     

    Must be knowledgeable of Intelligence production, analysis and all associated enabling tasks.

     

    Clearance Required: TS/SCI

     

    Minimum Education: Bachelor's Degree required, Master's Degree is desirable, in an area related to the labor category.

     

    Minimum Years of Experience: Minimum 14 years of experience managing project and contract operations relevant to the specific labor category with at least a portion of the experience within the last 2 years.

     

    Required Certifications: Certification as a Program Management Professional (PMP) (or equivalent) is required.
