DEFINITION:
Assists management by providing supervision and training of all assigned personnel.
CLASSIFICATION STANDARDS:
Positions allocable to this class serve as assistant to the Animal Control Manager and assume charge of the shelter in the absence of the manager. Incumbents must utilize a knowledge of the principles of supervision; a thorough knowledge of animal diseases, sanitation, care and treatment; State laws, County ordinances, city codes and ordinances, and their enforcement; departmental procedures regarding the impoundment, treatment and sheltering of domestic and wild animals; the placement of stray or abandoned animals; and courtroom and hearing procedures.
Essential Job Functions
+ Reviews the workload in progress at the Animal Care Center/Shelter and in the field; revises priorities and deployment of personnel as necessary to ensure compliance with departmental practices and procedures.
+ Reviews field reports and citations prepared by Animal Control Officers for completeness and accuracy, makes necessary corrections, and refers reports to higher-level personnel, as required.
+ Makes shift inspections of Animal Care Center/Shelter facilities and equipment for conformance with regulations and procedures pertinent to sanitation, feeding, care and quarantine of animals; initiates correction by the Animal Care Center/Shelter staff or refers the problem to higher-level personnel, as necessary.
+ Reviews the more-complex cases involving enforcement of animal control regulations which are likely to require knowledge of court decisions or intent of the law.
+ Conduct staff training using departmentally approved material for Animal Care Center/Shelter personnel on such subjects as animal care, ordinance intent, loading livestock and capture of animals as needed.
+ Reviews and assesses the performance of staff; prepares performance evaluations.
+ Assists and advises Animal Control Officers with enforcement and investigative problems; supervises or performs captures requiring the use of a tranquilizer gun.
Requirements
MINIMUM REQUIREMENTS:
Four years of experience enforcing animal care and control laws, including the investigation of violations and court prosecution for an animal control/regulatory agency. One year of the experience must have been at the level of Animal Control Officer III* for an animal control/regulatory agency- AND - Possession of certification indicating successful completion of training program perCalifornia Penal Code Section 832**.
* Experience at the level of Animal Control Officer III refers to experience serving as lead Animal Control Officer by assisting in the operation of an Animal Care Center/Shelter and in enforcing State, County, and City codes and ordinances governing animal control functions such as animal care, field enforcement, shelter maintenance, licensing, and related assignments.
** A copy of a P.C. 832 Certificate indicating successful completion of training program per California Penal Code Section 832 must be attach with the application at the time of filing.

LICENSE:
A valid California Class C Driver License is required.
Successful applicants for positions that require driving must obtain a copy of his/her driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted or revoked.
PHYSICAL CLASS:
4 - Arduous: Involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working on irregular surfaces; and occasionally requires extraordinary physical activity.
Out-of-class work experience in the service of the County of Los Angeles will not be accepted for this examination.

General Information:This Training & Experience (T&E) Questionnaire is a self-assessment. You will respond to questions about your training and experience related to the knowledge, skills, and abilities to successfully perform the Animal Control Officer IV position. All information that you provide is subject to verification. The assessment will evaluate the following competencies:
• Professional/Technical Expertise – Various domestic, wildlife, livestock, and exotic animals as found within LA County– An understanding of the physical and behavioral characteristics of animals, common diseases/illnesses and their symptoms, transmissions, and vaccinations (e.g., parvo, distemper, kennel cough, rabies, zoonotic diseases, humane euthanasia, etc.) effective handling of animals while implementing safety practices and procedures when humanely capturing, restraining, receiving, feeding, caring for, grooming, releasing, and disposing such animals in order to protect the shelter population, employees, volunteers, and the general public.
• Professional/Technical Expertise – Techniques, systems, tools, and equipment used in animal care and control services– Working knowledge of techniques, systems (e.g., SEMS, NIMS, ICS), tools, and equipment (e.g., ketch-all pole, snake tongs, nets, batons, safety/ballistic vests, pepper spray, tranquilizer equipment [used by certified personnel only], truck-driven winch and harness, lead rope, traps, barrier boards) used in capturing and restraining, responding to emergencies/disasters, receiving, feeding, caring for, grooming, and releasing animals, and to the usage, maintenance, minor repair, and storage of such tools and equipment.
• Professional/Technical Expertise – Federal, state, county, and city animal control laws and regulations– This includes an understanding of municipal codes and ordinances related to animal control services as found in the Penal Code, Vehicle Code, Health and Safety Code, Food and Agriculture Code, L.A. County Code (Note: this knowledge area may include city ordinances as needed when providing services to contract cities).
• Professional/Technical Expertise – Controlled Substances– Extensive knowledge of controlled substances and laws pertaining to their storage, inventory, logging, documentation, and usage in order to prevent and comply with Federal, State, and local laws and departmental regulations.
• Safety Awareness– Knowledge, understanding, adherence to and implementation of safety laws, regulations, policies and procedures, and other occupational standards (e.g., safe handling of animals, safe use of tools and equipment, personal protective equipment requirements, driving laws, proper lifting techniques) for the purpose of establishing, promoting, and maintaining a safe work environment for oneself and others.
This assessment is weighted40%. Candidates must pass with a score of 70% or above to participate in the structured interview for this examination. All completed questionnaires will be scored according to standardized criteria.
