The LA County Board of Supervisors recently declared a local state of emergency for homelessness (https://file.lacounty.gov/SDSInter/bos/supdocs/176661.pdf) ,and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Mental Health is seeking qualified candidates to fill emergency Financial Specialist IV vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Financial Specialist IV .
Essential Job Functions
Conducts studies of the more complex departmental accounting and budgetary operations, fiscal controls and accounting standards in both computerized and manual systems, and leads others in the conduct of such work.
Assembles and verifies financial data, schedules and statistical summaries and directs their compilation into formal reports of study findings.
Analyzes and evaluates study findings and directs the identification of those aspects of the financial system operations which are functioning effectively and those which need to be changed or replaced.
Determines and leads others in determining specific measures necessary to correct identified deficiencies in current departmental financial systems and designs control mechanisms to be incorporated into revised systems.
Directs and participates in the preparation of detailed policy and procedures manuals and designs forms relative to the establishment and implementation of new or revised departmental financial systems.
Directs and participates in the orientation and training of department personnel before and during conversion to new or modified accounting, budgetary, or other financial systems.
Adapts manual accounting, budgetary, and other record keeping functions to computerized processing and establishes preventive, detective, and corrective internal controls, and leads others in the performance of such work.
Participates with departmental data processing personnel or outside consultants in the technical design, development, testing and modification, and installation of computerized financial systems, as required.
Requirements
Minimum Requirements:
Three years' experience performing financial systems analysis in a County department, at least one year of which must have been at the level of Financial Specialist III*
-OR-
Graduation from an accredited college** with 12 semester units of accounting, nine additional semester units in either accounting or finance, and six semester units in computer science including a course in systems analysis and design.
-AND- Four years' experience in an administrative***, advisory****, or staff**** capacity resolving accounting, budgetary, and other financial problems including accounting systems design and implementation.

*Financial Specialist III is defined as a nalyzes and makes recommendations for the solution of complex departmental accounting, budgetary, and other financial problems including problems of accounting systems design and implementation.
* * ACCREDITATION: Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE).
Transcript: In order to receive credit for any college or university course, or any type of college or university degree, such as Bachelor's or higher, you must include a legible copy of the official diplomaorofficial transcripts from the accredited institution which shows the area of specialization with your application at the time of filing or email [email protected] within 7 (seven) calendar days of filing.

***Administrative Capacity is defined as work that involves analyzing, evaluating, modifying, and developing the basic programs, policies, and procedures that facilitate the work of organizations and their programs.
****Advisory/Staff Capacity is defined as doing work with the primary purpose of assisting and supporting administration in the efficient operation of its function by doing research into matters such as personnel, budget, legislative analysis, programs and providing recommendations from the research findings.
PHYSICAL CLASS:
Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
