Job Summary:
Under the direction of the Superintendent of the Distribution and Collection Systems, the Collection System Foreman is responsible for leading the collection system crew in the maintenance and repair of the Perth Amboy Collection System including the pump stations and netting chambers. This is a "Working Foreman" position, which initiates and supervises work as well as may perform some of the work, operates or the ability to learn to operate a variety of maintenance and construction equipment including a pressurized hydro cleaner and/or sewer vacuum truck; TV inspection equipment; responds to emergencies; maintain a variety of records; read and interpret maps, blue prints, plans and specifications; and performs other related duties as required. Work Performed:
+ Supervises daily work assignments; planning, directing, record keeping, and ensuring safe work practices through the completion of daily job site safety assessments. Work assignments include all maintenance and repair requirements of the collection system including installation and/or repair of valves, air relief valves and blow-offs; valve operation, system location, markouts and repairs to sewer mains, minor catch basins and manholes. Train crew in all practices and procedures.
+ Maintains job site safety and security during and after work hours. Maintains assigned vehicles, tools and equipment in a clean and safe condition at all times. Develops safety awareness and champions safety within the Collection System.
+ Promotes efficient cost-effective maintenance practices. Make recommendations to improve system reliability and to reduce system liability. Implement efficient, safe and cost-effective O&M practices. Recommend changes in staffing, equipment, materials or department relations to achieve improvements.
+ Responsible for mark outs under the BPU Underground Facilities Protection Act (One- Call System) including but not limited to requesting markout's, responding to requests for markouts and record keeping.
+ Performs regularly scheduled On-Call assignments, which covers all after-hours emergency response for the safe and effective operation of the Collection system.
+ As assigned, works with crew raising manholes, repairing sewer manholes; assists in mixing concrete and executing necessary masonry work; assists in repairing drains and sewer facilities.
+ Communicates with the Company, customers and the general public in a responsible and courteous manner. Response to customers/inquiries and provides testimony in legal matters.
+ Monitors and evaluates employees and recommends training needed.
+ Motivates crews to work safely and efficiently.
+ Maintains positive morale of the crew.
+ Monitoring of road opening permits before digging and follows proper procedures when closing a road.
+ Operates specialized tools and equipment and supervise the proper use of needed equipment, materials and supplies.
+ Manages parts and material inventories and maintains records.
+ Attends training and safety meetings as necessary.
+ Coordinates work with other operating units, both within the Company and within the City. Assist in ensuring compliance with OSHA, DEP, City Ordinances and other applicable regulations.
+ Oversees work done by outside contractors as assigned.
+ Cooperates with Municipal, County and State Officials in matters relating to the collection system.
+ Cooperate in the implementation of the Enterprise-wide Safety Program, including but not limited to the routine completion of safety inspections, timely follow-up of safety inspection and audit related corrective actions, assists the on-site program administrator (OSPA) with the performance of their responsibilities as define in the applicable Subpart written program(s). Contribute to the overall safety awareness throughout the Enterprise. Participate and present at monthly Department safety meetings.
+ Works on short notice and emergency overtime.
+ Assist in emergency operations and business continuity planning and coordination of response to respective events.
+ Works on special projects as assigned by the Superintendent of Distribution and Collection Systems.
Qualifications:
+ High School Diploma/GED
+ Knowledge of construction and/or maintenance practices, techniques, tools and equipment.
+ Six (6) years of experience in the area of operation/maintenance supervision.
+ C-2 Public Collection System operation certification or higher or the ability to obtain within 5 years.
+ Ability to read, understand and use Collection System Maps.
+ Valid NJ Class B Commercial Driver’s License (CDL) or the ability to obtain one
+ Availability to work overtime on an emergency or call-in basis.
+ Willingness to work outdoors on a year-round basis.
+ Good attendance record.
+ Established supervisory, leadership, organizational and record keeping skills.
+ Competent Person Certification (desired).
+ Ability to motivate others, build consensus and lead by example.
+ Some understanding and proficiency in the use of P.C. computers and computer software such as spreadsheets and relational databases.
Physical Requirements:
• This position requires constant operation of a computer and other office equipment such as printers, copiers, calculators.
• Must have the ability to visually inspect and review hard copy and online documents.
• Must be able to communicate, detect, converse with, discern, convey, express oneself, discuss and exchange information.
• Use written, verbal and audio communication and information sources.
• Must be able to occasionally move about inside the office and use stairs to access file cabinets, office machinery, etc.
• Must be able to remain in a stationary position 50 % of the time.
• Ability to lift 100 pounds, kneel, bend, and perform moderate physical labor.
• Ability to climb into and out of trenches and crawl spaces.
• Able to work in inclement weather.
Candidates must possess authorization to work in the United States.
Candidates must be able to pass a drug screen, pre-employment physical, background check, and have a valid driver’s license.
This position requires a Commercial Drivers License. Use of marijuana, whether allowed by state law or medical marijuana card, controlled substances, prescribed or otherwise, not allowed by the Federal Motor Carriers Administration of the United States Department of Transportation, disqualifies candidacy.
