    The Department of Water Management seeks a highly skilled and dynamic individual to serve as a Principal Engineer in the Water Resources Planning Division. This position plays a key role in planning, designing and overseeing the implementation of complex engineering projects that ensure the safety and sustainability of Durham’s water resources. This position performs, directs and manages complex technical work, special projects and long range planning for water resources to ensure supply and capacity for the City's water and wastewater systems. This position also provides expert guidance on water resource engineering issues, policies and regulations at the local, state, and federal levels. Work involves analyzing present and future trends in water supply, finished water use and wastewater capacity and supporting the implementation of new water resource management strategies and initiatives. Work also involves supporting the department’s asset management program and providing technical support for the Water Efficiency & Conservation Program.

     

    The position requires independent evaluation and analysis of complex engineering issues, and the exercise of professional judgment to progress projects to completion within required timeframes and approved budgets. The position requires working closely with a diverse group of professionals internally and externally.

    Duties/Responsibilities

    + Coordinates the preparation and review of, and/or prepares and reviews complex technical plans, permits, reports, forms, cases, request for proposals, drawings, calculations, contracts, specifications, agreements, submittals, and other documentation; analyzes complex information, to include performing data modeling operations; develops and implements recommendations; and conducts follow-up operations.

    + Develops and administers contracts; develops project scope, budgets, and schedules; Manages project funds; Oversees procurement and billing processes; researches trends and department needs, identifying project enhancements or new projects; reviews billing statements and invoices, and approves payments.

    + Provides technical expertise and consultation to City departments and external agencies; convenes and facilitates meetings; provides guidance to lower-level staff; responds to and investigates requests and inquiries; resolves escalated complaints and project-related issues; negotiates project terms and fees, advocating for and requesting project approvals; provides expert testimony; oversees the review of engineering operations, projects and plans.

    + Oversees data collection and analysis; maintains records, logs, and databases; tracks post-implementation project progress and requirements.

    + Designs, implements, and evaluates special projects.

     

    Minimum Qualifications & Experience

     

    + Bachelor’s degree in engineering or a directly related field

    + Five years of professional engineering experience in the water/wastewater industry or a closely related field

    + A North Carolina Professional Engineer Registration or equivalent as determined by the City (or ability to obtain within 6 months of hire)

    + Must have a valid, unrestricted, North Carolina Class C driver's license "or" if you currently have another state driver's license, be willing and able to obtain a valid NC driver's license within 60 days of start date.

     

    Additional Preferred Skills

     

    + Knowledge of methods used in planning, design and operation of water/wastewater systems, water resources planning and management, and water supply planning

    + Knowledge of hydrologic, hydraulic, or water quality modeling

    + Knowledge of database software, such as SQL

    + Knowledge of engineering software, such as AutoCAD, GIS, etc.

    + Knowledge of applicable laws and regulatory codes relevant to master planning, permitting, and operation of water/wastewater treatment plants and/or dams

    + Excellent written and oral communication skills
