    Job Description

    The Office of Management and Planning is primarily responsible for managing budgets, contracts, audits, and office and facilities services activities for The Office of Child Support Services (OCSS). This area monitors and maintains accounting and financial status of operations ensuring OCSS program expenditures and objectives are met; prepares, administers, and monitors contract and vendor performance including payment ensuring invoices are paid on time. The Office of Management and Planning is also responsible for coordinating Federal, State and City audits, and developing and recommending corrective action plans.

     

    Under direction of the Executive Director of Management Support and Administrative Services, (Administrative Staff Analyst, NM-II), with wide latitude for independent initiative, judgment and decision-making, the Director of Management and Planning (Administrative Staff Analyst NM-I), directs and supervises a team of Analysts and Support staff who are responsible for contract management, budgeting, auditing, and office and facilities services functions. S/he manages the development and preparation of all agency contracts; monitors OCSS’ programmatic and administrative budget, coordinates all internal and external audits. S/he oversees administrative tasks to ensure facilities and operations run smoothly and all OCSS Management and employees have what they need to complete tasks on the organization's behalf. The Director partners with executive/senior level staff in organizational and research activities to ensure programmatic needs and objectives are met.

    The Office of Management and Planning is recruiting one Administrative Staff Analyst NM 1 to function as The Director of Management and Planning who will:

    Plan, coordinate, and supervise the day-to-day operations of four administrative support modules within the Management & Planning Division: Contracts, Budgets, Audits, and Office and Facilities Management. Supervise the activities of analytical and support staff responsible for the development, preparation, and implementation of all OCSS contracts; monitoring of OCSS budget; coordination of Agency audits, planning/preparation of special events/initiatives, prepare/review space allocation/seating plans, and processing of procurement requests. Oversee work products/results of staff, checks for quality and make recommendations; identify ways to improve staff performance, providing guidance, direction, training and counseling as needed.

     

    Direct and administer the development, preparation and implementation of all OCSS contract related materials, such as the preparation of specifications for competitive sealed bids or proposals, pre-solicitation reports, Form 5 requests and responsibility determinations. Prepare timelines to monitor and track contract programs.

     

    Track and monitor OCSS total Personal Services (PS) and Other Than Personal Services (OTPS) budget of approximately $64 million annually.

     

    Plan, direct and supervise the preparation and analysis of various audits. Coordinate internal and external audits requested by the Federal, State and City government agencies. Prepare and track corrective action plan as a result of audit finding.

     

    Interfaces/partners with senior OCSS managers, Office of Finance and Budget, Office of Contracts and Procurement/Agency Chief Contract Officer (ACCO), Office of Legal Affairs and Audit staff to ensure that programmatic needs and objectives are met.

     

    Participate in meetings and draft reports for senior management staff of OCSS; update Management Support and Administrative Services Executive Director regarding work assignments, activities and developments. Develop recommendations to improve the efficiency, effectiveness and control of the operations being reviewed.

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
