    The Bureau of Procurement and Fiscal Services mission is to provide comprehensive purchasing and fiscal management for the agency. The services offered by the bureau include procurement administration, grants management, disbursement management, payment review, City tax levy budget coordination, capital project accounting, contracts administration as well as other related activities.

     

    The Fire Department, City of New York (FDNY), seeks a full time Assistant Deputy ACCO in the Bureau of Fiscal Services. The successful candidate will work with the Deputy ACCO to supervise a team of buyers with the processing small purchases, intergovernmental procurement requests, MWBE non-competitive awards up to $1,500,000 and procurement requests against HHC contracts valued in any amount. This includes ensuring agency-wide adherence to the City’s laws and regulations governing procurements such as those mandated by the Procurement Policy board, the Comptroller’s Directives and the City Charter as well as procedures and policies established by the Fire Department. It also includes assigning work to maintain a smooth and orderly workflow, timely processing of requests and promptly addressing/resolving related problems. Develop, review and approve specifications; approves bid pricing, review and approve bid packages which consist of all documents relevant to a single procurement transaction. Direct and assist staff in performing product market research and Vendor Responsibility Determinations. Assist in enforcing City and Agency procurement policies and procedures agency-wide. Train subordinates and assist in the training of Fire Department field staff in the processing of procurement requests identified as Small Purchases. Respond to requests for information from staff, the public, other agencies or entities by determining information required, performing research, consulting informants, and clearing with superiors in order to provide information or appropriate referral. Keep procurement liaisons in FDNY field units informed of any Procurement Policy or Procedure changes.

    Qualifications

    1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

    2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

     

    Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above.
