    Job Description

    The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

     

    DYCD’s initiatives include COMPASS (the City’s

     

    comprehensive afterschool system), Community Centers, adult and youth literacy programs, youth

    employment programs, services for runaway and homeless youth, and community development

    programs. DYCD also collaborates with other City agencies on a range of mayoral initiatives to

     

    improve City services and ensure greater opportunities for minority and immigrant youth and families.

     

    In recent years, the Office of Neighborhood Safety and its array of programs tasked with improving

     

    community safety has been added to DYCD’s portfolio.

     

    DYCD has the largest investment in capacity building services of any City agency. Situated within the

    Bureau of Planning, Program Integration, and Evaluation (PPIE), the Capacity Building team:

    - Oversees contracted consultants to develop the management and organizational capacity of

     

    nonprofit organizations so they can adequately respond to the needs of the communities they serve.

     

    - Enhances the quality of programs and services by developing the knowledge and skills of front-line

     

    and supervisory staff at nonprofit organizations.

     

    - Utilizes an approach for supporting nonprofit organizations that is collaborative, prioritizes customer

     

    input and includes continuous learning, evaluation, and adoption of data-driven, decision-making

     

    practices.

    KEY RESPONSIBILITIES

    The Director will oversee a team of five, including two deputy directors, two TA specialists and a

    Special Projects Coordinator. The Director will report to the Assistant Commissioner of the Bureau.

    Critical areas of work include:

    - Use data gleaned from stakeholders, evaluative reports, planned program design changes, and

     

    literature reviews to identify gaps in capacity building offerings and develop new models of support.

     

    - Ensure resources allocated to the Capacity Building team are spent efficiently and well, including

     

    overseeing administrative, legal, and financial processes to ensure that contracts are registered;

     

    consultants comply with DYCD requirements and produce high-quality services; and consultants

     

    receive timely reimbursement for services delivered.

     

    - Build a culture of collaboration and mutual accountability within the team and across DYCD, as well

     

    as between the team and its consultants.

     

    - Identify and support team learning to address individual goals and ensure team capability to

     

    accomplish department priorities through coaching and continuous feedback – formal and informal.

     

    - Ensure team is meeting key agency performance metrics through high-level oversight of all portfolios

     

    across CB staff, including services supporting all DYCD program areas.

     

    - Lead development, implementation, and refinement of tools and systems to measure the impact of

     

    Capacity Building in collaboration with Senior Director of Evaluation and external firms as appropriate.

     

    - Develop cohesive strategies for and oversee priority Capacity Building projects that cross portfolios

     

    and/or require re-imagining of historic Capacity Building offerings.

     

    - Remain up-to-date on best practices in Capacity Building and training practices and metrics and

     

    support DYCD’s role as a leader in the field.

     

    - Coordinate inter-agency capacity building efforts with City partners.

     

    - Other duties as assigned.

    CITY RESEARCH SCIENTIST - 21744

    Qualifications

    1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

    To be appointed to Assignment Level II and above, candidates must have:

    1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

    2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

    NOTE:

    Probationary Period

     

    Appointments to this position are subject to a minimum probationary period of one year.

    Salary Min: $106,117.00

     

    Salary Max: $137,639.00
