    TASK FORCE: Social Services

     

    UNIT: Children's Services (ACS)

     

    JOB TITLE: Two (2) Assistant Analysts / Analysts

    CONTROL CODE: DSS-25-02

    SUMMARY:

    The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

     

    The Social Services Task Force at the New York City Mayor’s Office of Management and Budget (OMB) oversees expense budgets for the City’s social services agencies, as well as the financing for related capital projects. These agencies are the Administration for Children's Services, Department of Social Services (Human Resources Administration and Department of Homeless Services), Department for the Aging, and Department of Youth and Community Development.

     

    Within OMB’s Social Services Task Force, the ACS Unit is responsible for monitoring the expense and capital budgets of the Administration for Children's Services (ACS). Ongoing ACS Unit responsibilities include forecasting and monitoring caseload and expenditure trends in key areas, such as child welfare and juvenile justice, analyzing the impact of State and Federal budget on City social service programs, and evaluating the efficiency and effectiveness of programs.

    JOB DESCRIPTION:

    The duties of these positions encompass the following activities:

    Conduct budget and program analysis of the Administration of Children’s Services’ (ACS) budget.

     

    Monitor and forecast utilization, expenditures, budgets, and funding in assigned areas.

     

    Review program budget, operations, and performance, with a particular focus on evaluating and recommending proposals for program changes, cost efficiencies, and optimal service outcomes.

     

    Coordinate and collaborate with agency (ACS) personnel on monitoring, completing, and summarizing a range of analytical projects and requests. Represent OMB in regular contact with agency personnel.

     

    Prepare and present analytical reports and memoranda on related programmatic and budgetary issues.

     

    Review new and existing legislation and regulations governing these areas, and analyze the fiscal impact of legislative and regulatory changes.

     

    Collaborate with team members on the ACS budget, as well as other OMB Units and Task Forces working on related projects.

     

    Support regular OMB tasks and technical exercises related to budget management.

     

    Develop and work on other projects as needed.

    QUALIFICATIONS:

    Skill in Microsoft Office (including Word, Excel, and PowerPoint). Strength using Excel for quantitative analysis is beneficial.

     

    Excellent verbal and written communication skills.

     

    Strong analytical and project management skills. The ideal candidate is able to meet deadlines under time constraints and manage multiple competing priorities.

     

    Excellent interpersonal skills with proven ability to work collaboratively and effectively interact with all levels of an organization.

     

    Strong intellectual curiosity and interest in public policy, welfare programs, and/or organizational efficiency.

    REQUIREMENTS:

    Assistant Analyst ($58,851+): Bachelor's degree in Business, Finance, Economics or a subject related to Social Services with no or one year of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field.

     

    Analyst ($74,893): Bachelor's degree and a minimum of two years of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field, or a Master's degree in Business, Public Policy Administration, Finance, Economics, or related field.

    Qualifications

    1. A baccalaureate degree from an accredited college.
