    Job Description

    The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCDs Beacon Community Center is comprised of over 90 school-based programs serving young people enrolled in grades K-12 during afterschool hours; and Young Adults/Older Adults and families in the evening and on weekends.

     

    Through its network of community partners, Beacon Community Centers offers high quality programs that offer a strong balance of academic enrichment, recreation, cultural and skill building activities that build 21st century skills. Beacon community partners are awarded funds through a competitive Request For Proposal (RFP) process.

     

    Under the supervision of the Deputy Director with latitude for the exercise of independent action and decision making, provides leadership and support to the Department in ensuring compliance with all internal and external program standards, and to promote continuous quality improvement. I primary function will be the management of the Beacon Community Centers funded by the Community Development Block Grant (CDBG). Responsibilities will include but not be limited to:

     

    1. Analyze program statistical data & prepare reports, graphs and charts for planning purposes.

    2. Facilitate training and information sessions for CDBG Beacon and Fiscal service providers on various

     

    CD/HUD regulations and reporting requirements.

     

    3. Assist in the development of CDBG program materials for distribution. Materials include pertinent

     

    information concerning deadlines, policies and procedures.

     

    4. Annual assessment and reporting to Office of Management and Budget (OMB) on property registry

     

    including but not limited to ensuring that all equipment purchased with CDBG funds are properly

     

    labeled, secured and discarded appropriately as per HUD policy and procedures.

     

    5. Monitor and evaluate Community-Based Organization (CBO).

    6. Review, provide feedback and approve annual scope of work.

    7. Conduct site visits during late afternoon, evening and weekends.

    8. Provide technical assistance and direct work improvement or corrective action for underperforming

     

    CBOs.

     

    9. Evaluate contract performance reports, as well as agency fiscal documents to ensure contract

     

    compliance.

     

    10. Make summary reports to higher administrative levels along with recommendations to improve

     

    program performance.

     

    11. Knowledgeable of Youth Development and Youth Leadership standards and ability to develop and

     

    integrate practices into program development.

     

    12. Carry out special assignments, tasks and projects as assigned by senior management as needed.

    Qualifications

    1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

    2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

    Salary Min: $ 60,889.00

     

    Salary Max: $ 94,521.00
