    YOU MUST BE PERMANENT IN THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE

    The Department of Social Services Accountability Office (DSS-AO) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA), Department of Social Services (DSS) and Department of Homeless Services (DHS). AO maintains the operation of the Office of Audit Services (OAS) and Office of Quality Assurance (OQA), Special Investigations Division (SID), Office of Accountability Strategies (OAS), Compliance and Contract Monitoring (CCM), Investigation, Revenue and Enforcement Administration (IREA), Office of Data Security Management (ODSM) and the Vendor Monitoring Office (VMO).

     

    The Investigation, Revenue, and Enforcement Administration (IREA) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA). Within IREA’s Revenue Office, the Division of Financial Review and Processing (DFRP) is responsible for initiating adverse actions on cash assistance cases due to information obtained from the State Wage Reporting, Department of Corrections, Unemployment Insurance and child support greater than cash assistance grant computer matches. DFRP also sanctions individuals who fail to cooperate with child support requirements; takes actions on behalf of the Bureau of Fraud Investigation; Liens and Recovery; and Claims and Collections. Staff reviews cases, calculates cash assistance and food stamp grants and enter recoupments, close cases and/or individual lines, and reduce budgets.

    The Office of Revenue is recruiting for (1) Principal Administrative Associate level II to function as an Operation Supervisor, who will:

    - Prepare and schedule work activities of subordinate staff to ensure efficient and timely completion of assignments.

     

    - Monitor projects by collecting daily progress reports from subordinates and providing reports to superiors on the completion of the assignments.

     

    - Maintain and monitor progress of work assignments by reviewing reports submitted by subordinate staff; auditing the projects to make certain that the matches are being processed accurately and making operational changes as required to meet objectives.

     

    - Provide technical assistance to user areas by responding to user questions and inquiries concerning computer systems to assist users in meeting management goals through automation.

     

    - Provide direct supervision to staff who are responsible for reviewing leads on potentially concealed income and initiating adverse actions on cash assistance (CA) cases as defined by social service rules and regulations. Staff are also responsible for reviewing cases involved with sanctioning CA cases where the case head has failed to adhere to Office of Child Support Enforcement (OCSE) requirements, Scanning/Indexing and the Control Unit.

     

    - Conduct and participate in unit staff meetings by attending or facilitating an agenda. Keep staff informed of agency goals, and changes in programs, policies and procedures.

     

    - Conduct training sessions.

     

    - Monitor and approve staff time and leave; rate and evaluate the job performance of subordinate staff.

     

    - Perform other tasks as assigned.

    Hours/Schedule: Monday to Friday 9 AM - 5PM

    Qualifications

    1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

    2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

    3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;

    4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
