The Role:

Nightwing, a $1.8 billion intelligence services company, is seeking a highly skilled and experienced Supply Chain professional responsible for supporting new business capture. This position will play a critical role in business development and proposal strategy across the business. The position collaborates closely with Business Development, Engineering, Finance and other business functions to develop proposal strategies and support strategic supplier solutions to support Nightwing capabilities that serve to differentiate Nightwing from its competition.

The ideal candidate will have experience in government contracting, the ability to develop relationships with both internal and external partners, strong writing skills, and experience negotiating agreements including NDAs and Teaming Agreements.

Required Skills:

+ Support capture efforts on key pursuits, including sourcing and teaming strategies, negotiation and execution of teaming agreements, small business plans, strategies, pricing and costing of labor BOEs and outsourced materials and services, material and subcontract management plans, and bidding/managing labor

+ Issue Requests for Proposals (RFPs) and collaborative business agreements (Proprietary Information Agreements/NDAs, Teaming Agreements, etc.)

+ Support Supply Chain strategies in cooperation with Program Management, Business Development, Engineering and other functions.

+ Support pursuit strategy sessions/color team reviews as a part of the Supply Chain function

+ Support with the authoring and/or data collection or coordinating the authorship and/or data collection of all Supply Chain proposal content for management, technical, cost, past performance, and other volumes

+ Support assigned proposal efforts (sourcing, tracking, data collection/analysis)

+ Support development of new suppliers including - meeting with teammates, evaluating capabilities, and tracking

+ Working knowledge of US Government FAR regulations

Desired Skills:

+ Strong background in the proposal lifecycle process, especially as it relates to cybersecurity labor, software, and hardware services.

+ Strong background in sourcing activities

+ Strong negotiation skills

+ Working knowledge of supply chain processes and related systems, proposal support, subcontract management, and logistics/asset management

+ Knowledge of risks and opportunity management methodologies and problem resolution techniques.

+ Strong critical thinking skills

+ Ability to exercise independent judgement and manage both complex and often ambiguous problems

Educational Requirements:

+ Must have at least 8 years of professional related experience and BA degree OR sixteen years of related experience in lieu of a degree.
