    Position Summary

    Lincoln County is looking to fill the position of County Administrator.

    Serving at the pleasure of the Board of Commissioners, the County Administrator manages c ounty operations and is responsible for implementing BOC policy, and for planning, organizing, directing and controlling the activities and operations of Lincoln County government. The County Administrator also develops policy recommendations for BOC action and provides highly responsible ad complex administrative support to the BOC. Working under the general direction of the Board of Commissioners, Lincoln County's Administrator supervises non-elected department directors.

     

    Essential Functions/Major Responsibilities

    County Operations:

    + Coordinate with department directors and elected officials. Manage and direct assigned staff to assure alignment with BOC’s priorities.

    + Explore, evaluate, and implement strategic opportunities to improve organizational effectiveness.

    + Establish standards and performance measures for county organizational improvement.

    + Responsible for all aspects of County Administration staff management (in consultation with the BOC), such as hiring, establishing goals, performance evaluations, corrective actions, and dismissals.

    + Facilitate interdepartmental collaboration, integration, and communication.

    + Oversee the development and administration of policies, procedures, programs, goals and objectives.

    + Oversee labor negotiations.

    Policy:

    + Advise on and implement BOC’s strategic planning, policy and program priorities, and objectives. Initiate and oversee implementation of County-wide strategic planning activities.

    + Research, analyze, and report on state and federal legislative developments and concepts as directed by the BOC.

    Finance and Budget:

    + Oversee the development and management of the County budget in coordination with the Management Team and the Budget Officer to meet established goals and to assure the effective and proper use of budgeted funds.

    Provide staff support to BOC:

    + Assure BOC is fully informed on County activities, current issues, and initiatives.

    + Manage special projects, as assigned.

    + As directed by the BOC, represent the County to employee organizations, external partners, the community, and stakeholders.

    + Seek opportunities to collaborate and foster high quality relationships and professional networks.

     

    Other duties as assigned.

    Typical Qualifications

    A bachelor’s degree in business administration, public administration or political science and a minimum of seven (7) years of progressively responsible administrative or staff experience in municipal government with at least five (5) years in municipal administration and three (3) years of high-level administrative responsibility at a department head or Assistant City Manager level or above is required.

    • A master’s degree in a related field as well as previous Oregon County Administration experience is preferred.

    • Candidates must possess a valid Oregon State driver's license at time of appointment.

    • Candidates may possess any combination of relevant education and experience that demonstrates their ability to perform the essential duties and responsibilities. The ideal candidate will be committed to excellent customer service .
