    Department Summary

    Finance and Administrative Shared Services (FASS) is a strategic shared services hub within the Administrative Services portfolio. FASS specializes in providing comprehensive administrative support to departments within the Vice President of Finance and Administration's portfolio as well as the President's portfolio. The department is committed to offering a seamless, full-service experience in business operations and human resources functions.

     

    FASS is dedicated to fostering strong campus partnerships and delivering exceptional functionality, expertise, efficiency, and service to its clients. The units supported by FASS represent diverse, large-scale business enterprises, encompassing over 1,400 employees and managing a combined operating budget of approximately $200 million.

     

    The FASS Human Resources and Payroll group is dedicated to providing superior customer service and creating partnerships with our colleagues and customers to ensure that HR and payroll needs are fulfilled to the highest standards. The Payroll team is responsible for responding efficiently and accurately to a wide range of payroll inquiries and needs. The Human Resources team provides full cycle recruitment services, as well as guidance and support for employee onboarding, performance management, and a broad array of employee relations and personnel topics.

    Position Summary

    The Human Resources Manager oversees all aspects of recruitment and search processes for positions supported by FASS. The HR Manger oversees a team of recruitment specialists and promotes best practices in interactions that reflect the values of our clients and are aligned with the institutional commitment to maintaining an environment of inclusive excellence for all members of our community.

     

    This position supports these efforts by providing comprehensive tools and resources as well as consultation, guidance, and support to their direct reports, department heads, search chairs and committees. They are responsible for developing, maintaining, and evaluating portfolio search plans and actively promoting inclusion throughout the search process. This is a working position that executes the strategy, duties, and functions of a recruiter and will be a strategic leader of recruitment practices that contributes to successful hiring at UO, ensuring that open positions are filled in a timely manner through a positive and engaging recruitment experience.

     

    The Human Resources Manager supervises a team of classified staff and oversees the day-to-day recruitment functions for the department. They will assume management responsibility for HR functions in the unit in the absence of the Associate Director for FASS Human Resources.

    Minimum Requirements

    • Bachelor’s degree or equivalent experience and skills.

    • Three (3) years of experience as a human resources professional with at least one year working in employee recruitment.

    • One (1) year of experience that includes supervision of employees, performing work on a team in a lead function, or leading projects

    • Knowledge of compensation and classification concepts, principles, laws, rules, regulations, and policies, including ability to understand and work within defined pay structures and practices and within a collective bargaining environment.

    • Demonstrated ability to advance diversity and inclusion efforts through action and influence.

    • Demonstrated ability to maintain a respectful workplace and model a positive and proactive attitude.

    • Understanding of effective supervisory practices and techniques, employee and employer relationships, and management principles.

    • Understanding of and ability to implement recruitment strategies that promote equitable and inclusive search practices.

    Preferred Qualifications

    • Current HR Certification such as PHR or SHRM-CP.

    • Experience working in higher education.

    • Experience using HRIS or recruitment management systems.

    • Experience overseeing full-cycle recruitment in a large, complex organization.

    • Experience working with supervisors and staff to create effective and accurate position descriptions.

    • Experience applying provisions of collective bargaining agreements to personnel situations.
