    Description

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties and responsibilities may be assigned.

     

    The Phoenix Houses of Long Island, Inc. is seeking a qualified candidate to fill the full-time position of Budget Analyst, in the Finance Department.

     

    Finance helps to ensure that programs and administrative operations have the information, analysis, funding and technical capacity to deliver critical services effectively and meet PHLI objectives.

    Duties and Responsibilities:

    Under the direct supervision of the Chief Financial Officer, the Snr Budget Analyst will be responsible for the following:

    • Assist in the maintenance of reports to external agencies, including the State Offices for Mental Health (OMH), Alcoholism and Substance Abuse Services (OASAS) and Connections Grant.

    • Monitor spending for Phoenix Houses of Long Island Inc. service contracts, and work with finance and program staff to correctly report expenditures

    • Collect, classify, evaluate, and analyze financial data submitted to Finance and prepare reports.

    • Mitigate financial risk and ensure fiscal compliance with agency, state and federal laws and regulations;

    • Lead complex financial analysis to develop budgets with the PHLI program directors;

    • Analyze monthly financial statements of multiple programs and variance reports (i.e. budget vs. actual report) to advise program directors the best course of action to ensure financial plan is consistent with the organization’s strategic business plan and objectives;

    • Monitor program expenses and revenue billings against approved budget and develop budget modification if necessary;

    • Bill on contract awards and prepare the necessary billing documents, as appropriate. Track due dates and prepare reports for grantor agencies, verify invoices for allowable costs, and prepare monthly grant requests for reimbursement.

    • Ensure all requirements by contracts administration and funders are met during grant closeout process, including submitting quarter, semi-annual, or annual reports;

    • Assist in monthly, quarterly, and year-end-close, relating to all billable transactions and receivables at PHLI including the preparation of reports and reconciliations. Prepare monthly status and dashboard reports.

    • Assist in the Agency Year-End financial and Single Audit in addition to Government Funded audits;

    Qualifications

    Qualifications

    • Bachelor’s degree in Finance, Accounting, Public Administration, Economics, or a related field

    • Proven experience in budget analysis, financial planning, or similar role; government or public sector experience preferred

    Job Requirements

    • Proficient in Microsoft Office, particularly Excel.

    • Ability to research and analyze data and resolve issues; read, interpret and apply policies, procedures, laws, and regulations, read and interpret medical procedures and terminology

    • Knowledge of OASAS and/or OMH regulations, a plus

    • Ability to function independently, attend to detail, work under pressure, and complete tasks on time.

    • Solid knowledge of US GAAP, Federal and State grants regulations, and governmental and nonprofit budgetary accounting;

    • Solid knowledge of Accounting Information Systems and financial statements.

    • Advanced data analysis skills and Excel skills, high proficiency with MS Word;

    • Strong research ability and ability to manage multiple programs in high-pressure environment;

    • Detail oriented and extremely organized;

    • Effective, persuasive written and verbal communication skills;

    • BS in Accounting and minimum of two-years nonprofit experience;

    • Proficiency in MS Office, mainly Excel
