    CORE JOB SUMMARY

    Provides leadership and oversees financial plans, policies, and accounting practices among the following functional areas: Treasury functions including managing (and investing) growth pool, working capital and pension assets, and employee pension benefits. Serves as University contact to banks and the external financial community. Serves as key advisor to Vice President and University Chief Financial Officer and the Board of Trustees.

    CORE JOB FUNCTIONS

    Financial Leadership

     

    Advises senior leadership in the development of long-range financial planning and policy.

     

    Determines financing and investing needs, develops alternatives, makes recommendations, and executes decisions.

     

    Directs the management of the University’s debt portfolio and advises senior leadership on debt policy and capacity. Establishes and maintains relationships with underwriters and bankers. Negotiates nature and terms of bond issues and other debt.

     

    Responsible for planning and control of interest income and expenditure budgets.

     

    Collaborates with the University office of budget and planning for purposes of capital budgeting, multi-year financial forecasting and project financing.

     

    Advises senior leadership on all aspects of financial management including long range economic trends, consequences of financial compliance and regulatory changes, and internal resource management.

     

    Directs operations to minimize taxes consistent with overall University objectives.

     

    Analyzes the University’s financial operations to identify opportunities and areas that require change and serves as a leader for appropriate change initiatives.

     

    Plays key role in Board of Trustee meetings, including leading the Investments Committee and participating in the Finance Committee.

     

    Acts as University bond compliance officer by maintaining issuances in compliance with state and federal laws.Participates in the decision-making process regarding diversification of the University’s business interests. Evaluates alternative opportunities, assesses specific options, provides decision-making criteria, and makes recommendations for optimal courses of action.

     

    Investments

     

    Manages the University’s long-term investments including the growth pool, pension assets and working capital assets.

     

    Reports the status of the portfolios to the Investments Committee including monthly, quarterly, and annual reports on the growth pool and pension portfolios to the Committee, including as needed reports summarizing activities.

     

    Recommends asset allocation for all portfolios.

     

    Leads sourcing, evaluating, selecting, and terminating investment managers for all portfolios in accordance with their respective asset allocations including qualitative and quantitative due diligence on investment strategy, risk, process, organization, portfolio positions and performance.

     

    Monitors performance, portfolio positions, current events and organizational changes of the invested fund managers and completes analytical reviews to evaluate the relative performance of each investment manager on a regular basis. Monitors and diligences the appropriateness of each investment manager’s strategy, including their performance verses the benchmark, given the University’s overall strategy, objectives, and philosophy.

     

    Ensures compliance with the portfolios respective asset allocations and rebalances the portfolios as needed.

     

    Reviews Investment Policies on an ongoing basis and recommends changes to the Investments Committee, as necessary.

     

    Develops endowment spending recommendations for Finance and Investments Committee consideration.

     

    Provides ongoing development of the University’s funding and liquidity plans. Analyzes trends in variances of cash flow from operating, financing, and investment activities.

     

    Leads strategy planning for the defined benefit plan. Oversees valuation process and recommends investing and funding strategies.

     

    Monitors capital markets and economic forecasts and provides the Investment Committee with an ongoing analysis of the state of the global economic situation as it relates to the respective portfolios.

     

    Responsible for the management of consultant relationships and negotiations with external investment managers including fee negotiations.

     

    Builds and maintains a consensus amount the Investment Committee and University leadership regarding investment policies, strategies, and approaches.

     

    Works alongside other departments, including Advancement, to assist with education on the University’s investments program.

     

    Presents to the Investments Committee (and other committees as necessary) on behalf of the Administration.

     

    Contributes to the UM Retirement Plans committee and serves as Chair as required.

     

    Treasury / Cash Management

     

    Directs the cash and maintains commercial and investment banking relationships. Recommends

     

    strategic options for long- and short-term borrowing. Ensures compliance with covenants and restrictions associated with University liabilities.

     

    Oversees all borrowing, investing, and cash management functions.

     

    Plans and executes the financial transactions of the University (both taxable and tax exempt), including bank borrowing, and bond financings. Coordinates and leads senior management in discussions with rating agencies, as appropriate.

     

    Ensures that adequate working capital is on hand. Forecasts cash requirements and oversees investment of cash surpluses/working capital.

     

    Manages the liquidation of gifts received in various forms of value.

    CORE QUALIFICATIONS

    Education:

    Bachelor’s degree in relevant field required, Master’s degree in relevant field preferred

    Certification and Licensing:

    CPA certification preferred

    Experience:

    Minimum 10 years of relevant experience

    + Demonstrated leadership as a strategist and visionary, with the ability to lead, influence, motivate, and develop teams to align with strategic objectives.

    + Strong communication and interpersonal skills, including presentation expertise and the ability to engage with diverse audiences diplomatically to achieve organizational goals.

    + Thorough knowledge of financial, technical, and professional principles, with the ability to analyze complex information and forecast financial performance effectively.

    + Proven expertise in investments, including asset allocation models, accounting, and procedures, as well as strategic use of debt to achieve objectives.

    + Knowledge of business and management principles, with the ability to direct, manage, implement, and evaluate department operations.

    + Skilled in setting department goals and objectives that support the strategic plan and ensuring their successful execution.

    + Experienced in planning, delegating, and supervising the work of others to maintain operational excellence.
