    The Vice President for Finance ( VPF ) is a key member of the University of Vermont’s senior leadership team, responsible for oversight and management of the university’s finances, including an annual operating budget of approximately $1 billion. The VPF is UVM’s Chief Financial Officer and serves as the Treasurer of the university. The VPF ensures the effective management of financial resources to support the university’s mission and collaborates with the President, the Provost, and other leaders to support identified academic needs and priorities. It is the primary responsibility of the Vice President for Finance to work with the President and the Board of Trustees in their fiduciary role to protect UVM’s financial position to ensure the long-term health and viability of the institution.

    Key Responsibilities:

    + Make recommendations to the President in all of matters of finance and budget, including the annual general fund development process

    + Serve as confidential advisor to the President on a wide range of matters

    + Supervise the university’s primary finance-related management units: University Financial Services and Financial Analysis and Budgeting

    + If delegated by the president, supervise an appropriate portfolio of related administrative units

    + Serve as the senior leader of the Division of Finance and related administrative units regarding personnel management and staffing needs, working with divisional leaders and individual staff members to understand their needs and demonstrate interest in their important and varied work

    + Provide mentorship and professional development opportunities for team members.

    + Ensure effective communication and collaboration within the division.

    + Make independent judgments regarding resource allocation and university finances within scope of authority and according to university policies

    + Work with Controller and external debt advisors on issues related to bond issuance, refunding, and rating agency relationships; meet with rating agencies for rating reviews and ratings for new issues; meet quarterly with leads of each of the fund managers that invest university funds in bond portfolios

    + Act as primary liaison to the Board of Trustees Budget, Finance, and Investment Committee

    + Work with the committee chair to develop the agenda for meetings, setting priorities, and discussing strategies

    + Present at board meetings on a variety of finance and facilities topics

    + Act as signatory for the University regarding contracts and a wide range of other documents

    + Together with the University Budget Director, hold budget hearings each year with each college and administrative division. With the University Budget Director, monitor compliance related to the university budget and adjust as necessary.

    + Collaborate closely with leadership across the university to determine the prioritization and optimization of university facilities projects, including deferred maintenance, and coordinate the financial support for this work.

    + Collaborate with the Provost to define support for academic initiatives and needs

    + In consultation with the Provost, the Vice Provosts for Student Affairs and Enrollment Management, and the University Budget Director, advise the President and the Board on appropriate annual pricing of tuition, comprehensive fees, housing and dining rates

    + Support and advise deans and administrative leader colleagues

    + Present on budget, finance, and facilities matters to the Faculty Senate, SGA , GSS , and Staff Council

    + Serve as the university’s primary liaison to the University of Vermont Investment Management Company

    + Collaborate with leadership of the UVM Health Network on shared financial matters and connected financial issues, including intergovernmental transfers

    + Periodically and with appropriate consultation, review and assess the performance of the budget model, making recommendations for any potential revisions.

    + Work closely and proactively with senior leaders of the university on budgetary issues and issues with potential substantial budgetary impact

    Qualifications:

    + Master’s degree in finance, business administration, or a related field, or similar advanced degree.

    + Minimum of 10 years of progressive leadership experience in finance and administration, preferably at a public university with substantial research activity.

    + Strong financial acumen and experience with budgeting, financial planning, and analysis.

    + Proven ability to manage complex administrative operations.

    + Excellent communication and interpersonal skills.
