The Vice President of External Affairs is responsible for leadership, management, coordination and strategic direction of the university’s Office of External Affairs and serves as a key advisor to university leadership on public policy and governmental affairs. The Office is responsible for advocating for the university’s priorities at all levels of government, crafting and advising on legislative strategy, building and maintaining positive external and tribal government-to-government relations, enhancing the the university’s reputation and public perception, and ensuring compliance with public disclosure laws and regulations. The Vice President also serves as a leadership representative to a diverse array of external stakeholders and supporters at the local, state and national levels.
The Vice President for External Affairs works across a broad group of university leadership and stakeholders to develop and execute a comprehensive legislative strategy that furthers institutional interests with government and tribal officials. The Vice President for External Affairs must understand the opportunities and challenges important to the members of the university community while bringing together diverse perspectives and opinions into a cohesive strategy. The position requires a commitment to building positive relationships among diverse internal and external stakeholders, an ability to communicate with a variety of audiences, and a deep understanding of how to navigate effectively at all levels of government. The Vice President for External Affairs is also a highly public and vocal representative of the University and is expected to exercise a high level of professionalism and discretion at all times.
The Vice President for External Affairs provides strategic leadership and advice that advances the university’s reputation and success across public and private sectors and in public opinion. As a public entity, this position plays a key leadership role in ensuring the university remains an effective and trusted partner across all levels of government. The position also is a critical leader and ambassador on behalf of the university, developing and maintaining important external relationships that contribute to the university’s mission and strategic goals.
DUTIES AND RESPONSIBILITIES
• Provide leadership oversight and management across all teams within the Office of External Affairs and coordination on governmental affairs and advocacy with UW Bothell, UW Tacoma, and UW Medicine.
• Organize and provide strategic direction to the Board of Regents, President, Provost and university leadership to advance the university’s strategic objectives on public policy and governmental affairs, including service on university committees or governing bodies developed to advance these goals.
• Serve as an ambassador and leadership representative for the university at the state, local, and national level, building strong relationships and helping to advance the university’s mission, reputation and strategic objectives.
• Administrative duties to ensure efficient and effective functioning of the departments.
MINIMUM REQUIREMENTS
• Bachelor's degree, preferably in public administration, political science, or a related field.
• At least six years of progressively senior experience in government relations, public administration or a related field
• At least six years of progressively responsible experience supporting high level executives to advance the strategic goals of an organization.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.** **ADDITIONAL REQUIREMENTS
• Excellent analytical and interpersonal skills including tact, good judgment, diplomacy and flexibility and sufficient to communicate and collaborate with all levels of University employees.
• Demonstrated commitment to building and maintaining positive relationships across diverse groups and stakeholders.
• Commitment to upholding the University's reputation, ethical standards and commitment to inclusive excellence.
• Ability to work independently and effectively with minimal supervision
• Supervisory experience
• Working knowledge and understanding of the University of Washington, its structure, and its mission.
• Working knowledge of higher education policy and public sector budgeting
• Familiarity with of Washington state, federal, local and tribal politics.
• Familiarity with the structure of government-to-government relationships and native american tribes in Washington state.
DESIRED QUALIFICATIONS
• Preference given to candidates with experience at the University of Washington or in public higher education.
• At least six years of progressively senior experience in government relations, public administration or a related field.
• At least 10 years of progressively responsible experience in supporting higher level executives to advance the strategic goals of a large, complex organization or similarly sized public agency/entity.
• Demonstrated experience in building and supervising a high functioning team across multiple offices and locations
• Demonstrated knowledge of higher education policy and public sector budgeting.
• Deep knowledge of Washington state, federal, local and tribal politics.
• Deep knowledge with the structure of government-to-government relationships and native american tribes in Washington state.
