Description of Job
Please Note: This position has hybrid work arrangements.
Employees m ust be in person 2 days per week (currently SNAP’s in-person days are Monday and Tuesday each week.
There is a possibility that the days of the week can change). Must have a work schedule during CDHS’s core business hours of 9 a.m. to 3 p.m.
About this Unit:
The Supplemental Nutrition Assistance Program (SNAP) exists to safeguard the health and well-being of low income, financially eligible households by providing SNAP benefits redeemable for food items at authorized retailers. SNAP operates on a Statewide basis in all counties providing certification (eligibility determination based on State/Federal rules and guidelines) and authorizing issuance of benefits to approximately 225,000 households monthly. In a state run, county administered system, the SNAP unit is responsible for the oversight of county operations. Specifically, the unit creates, implements, and monitors the application of policy, procedures, and rules for SNAP. The unit is also responsible for statewide training, performing comprehensive management evaluations of local operations, issuance accountability and monitoring, performance evaluation through data analysis, employment and training program referral and monitoring participation, performance improvement planning, and implementation and the establishment and collection of benefit overpayments.
About this Position:
This position serves to translate SNAP policy into the design of automated system requirements; to identify automated system changes needed to correctly issue accurate and timely SNAP benefits; to identify, research, and resolve automated system issues; and to serve as a liaison between the between the Office of Information and Technology (OIT), the Colorado Benefits Management System (CBMS) Vendor and the Food and Energy Assistance Division regarding the continued refinement of the automated system. This position assists the automation supervisor in keeping changes on schedule and is responsible for alerting management if it looks like a project may miss timelines. The costs associated with these changes consistently total over $2,500,000.00 each fiscal year.
This position is responsible for understanding the business rules for changes in the Colorado Benefits Management System (CBMS) as they apply to SNAP; identifying and developing the high level business requirements for changes that are needed; working collaboratively with SNAP Initiatives and Performance teams, county staff, the automated system vendor, and OIT to complete the business requirements; approving the business requirement documents; and testing and validating the changes to ensure the requirements have been met. This position supports the SNAP policy team by providing state support, including technical assistance, system information and clarification, and general program assistance to county staff responsible for the administration, issuance, and claims collection of food benefits in SNAP.
This position is also the primary contact for the Tier III Help Desk functions related to SNAP. This position researches help desk tickets that cannot be resolved at other levels. They provide essential support to county staff by researching and resolving CBMS issues. This position researches and documents all help desk tickets that need a programming application change and submit the business requirements for the change.
Summary of Job Duties:
Systems Change and Maintenance :
+ Identifies and documents needed automated system changes in the Colorado Benefits Management System (CBMS) related to the SNAP program. Develop written requests using the current CBMS Change Control process. Monitors the implementation of requested programming and performs user testing as required. Completes required documentation in a concise and timely manner. Provides complex, multi-faceted technical assistance in all areas of local program service delivery. Ensures that programs are operating in accordance with Staff Manual Volume IV and relevant Federal program requirements. .
Escalated Support Resolution :
+ Determines root cause of system issues and negotiates with the CBMS business analysts and subject matter experts. Makes informed suggestions regarding prioritization of defects to CBMS and monitors and maintains the prioritization of these changes. Participates in determining systemic issues that must be corrected and areas where edits and other controls can be put into place system wide so payment, data discrepancies and other errors do not occur or are less frequent. Assists the policy team with Use Month changes in CBMS. Works collaboratively with OIT and CBMS Help Desk Staff to ensure identified problems are documented for fixes.
Cross Agency/Program Coordination :
+ Works collaboratively with other Division and Department staff to promote continuity between CBMS and ongoing audit findings, Quality Assurance, policy and training. Participates as a Subject Matter Expert (SME) in various meetings and work groups to determine board system related solutions for SNAP that also minimize the impact to other programs, county staff and participants in CBMS. Provides technical assistance and training to division and county staff related to CBMS. Reviews and modifies current policy and system training materials to ensure that material is timely and accurate. Reports system changes and issues of relevance during meetings with various stakeholders groups, via conference calls, and upon request.
Other Duties as Assigned:
+ Works collaboratively with other Division and Department staff to promote continuity between CBMS and ongoing audit findings, Qualify Assurance and Control (QA/QC), policy and training. Participates as a Subject Matter Expert in various meetings and work groups to determine broad system-related solutions for the SNAP program that also minimize the impact to other programs, county staff and participants in CBMS.

MINIMUM QUALIFICATIONS:

Option 1 - Experience:
+ Six (6) years of relevant experience in Human Services, specifically SNAP, working with confidential client data, learning, navigating and troubleshooting multiple data management systems, government processes, and procedures.
OR
Education and Experience:
+ A combination of related education and/or relevant experience in Human Services, specifically SNAP, working with confidential client data, learning, navigating and troubleshooting multiple data management systems, government processes, and procedures equal to six (6) years.
Substitutions:
+ Additional appropriate education will substitute for the required experience on a year-for-year basis.
+ Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Preferred Qualifications:
+ Experience in any of the following areas:
+ CBMS Navigation
+ Knowledge of CDHS programs and services
+ Human Services experience
+ Experience working with confidential client data
+ Experience learning and navigating multiple data management systems
+ Experience troubleshooting various systems
+ Experience utilizing time management skills to meet deadlines
+ Experience interpreting and following processes and procedures
+ Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)
