    Summary:

    The Network Development Analyst is responsible for supporting the procurement of domestic and international long haul and subsea network services and assets for Meta’s global backbone network. Analyst activities will include identification of supply in the market, contributing to sourcing strategies for new assets, generating requirement documents, and evaluation criteria. Working with Sourcing Managers, Backbone Planning and Engineering teams to document process and workflow. Assisting with program oversight and reporting for internal teams and management. Primary activities will cover the Americas region.

    Required Skills:

    Network Development Analyst Responsibilities:

    1. Support analysis of supplier contracts in the assigned geographic region. Including contract routing in internal systems and facilitating contract execution and changes.

    2. Analysis and tracking of contract performance ensuring compliance of suppliers within the terms and conditions of the contract.

    3. Collaborate with internal teams in development of systems and tools.

    4. Drive data integrity Q/A and Q/C within internal systems.

    5. Keeps abreast of the telecom wholesale market technological and commercial developments.

    6. Engages new suppliers as needed. Negotiates commercial terms and works with the legal, finance and engineering teams for timely executions of contracts and Master Service Agreements.

    7. Works closely with sourcing and implementation teams to help generate RFP/RFQ and requirements documents.

    8. Contributes to the development of business plans, budgets, and forecasts.

    9. Works closely with accounts payable for accurate processing of supplier invoices.

    10. Generates clear and objective analysis and recommendations for management review and approval.

    11. Promote and model an attitude of openness to giving, seeking, and receiving 360-degree feedback.

    12. Travel up to 30% of the time within North America.

    Minimum Qualifications:

    13. Bachelor's degree in Computer Science, Computer Engineering, relevant technical field, or equivalent practical experience.

    14. 7+ years of contract sourcing, negotiation, OR Outside Plant construction contracting work experience

    15. Business and technical knowledge, spreadsheets and project/program tracking.

    16. Financial forecasting budgeting experience.

    17. Experience preparing and presenting quantitative and qualitative comparative analysis and reports.

    18. MS Suite proficiency, with experience using spreadsheet tools and/or programs.

    19. Detail oriented with experience managing multiple cross-functional tasks and projects.

    20. Negotiation skills and experience problem solving.

    Preferred Qualifications:

    21. Work experience in procurement or sale of dark fiber, or lit capacity services.

    22. Construction estimating, planning and project management experience.

    23. Experience in procurement of new route construction services is desirable.

    24. GIS/geospatial mapping systems tool experience.

    25. Permitting and underlying rights knowledge experience.

    26. Existing carrier/telecom/provider knowledge within North America.

    Public Compensation:

    $133,000/year to $190,000/year + bonus + equity + benefits
