The Federal Revenue Analyst supports the EOHHS Federal Revenue Claiming Unit which claims approximately $11B annually in Title XIX and Title XXI federal revenue. Primary responsibilities of the Federal Revenue Analyst will include drawing revenue from the federal government and completing federal Medicaid reportsin accordance withapplicable regulations, policies, instructions, etc. The Federal Revenue Analyst gather,assemble, and analyze datain order tocomplete federal Medicaid reports which includethe CMS64 and CMS 21,in accordance withpolicies, procedures, and instructions. The Federal Revenue Analyst will evaluate program expenditures and make recommendations concerning revisions to programs, provide technicalassistanceand advice to EOHHS/Medicaid fiscal and program staff and other public agencies, and work as part of a team on revenue maximization initiatives. /Duties and Responsibilities:* (these duties are a general summary and not all inclusive) */ * Draw federal funds as needed for both the Title XIX and Title XXI programs by using the database software application (CAMS) and following CMIA regulations to maximize cash availability to the Commonwealth. Includes calculating draw amounts from the Medicaid MMIS system and other sources,submittingappropriate formsto the State Treasurer’s Office,maintainingcontrol logs, and reconciling monthly Cash Deposits (CD’s) to MMARS, the state accounting system. Calculate and reconcile monthly cash collections. * Prepare and manage Excel workbooks that support the completion ofquarterlyprogram and/or administrativesection of the statement of Medicaid Expenditures (CMS 64 & 21)in accordance withfederal statutes andregulationto ensure that all state expenditures arereimbursed at theappropriate levelsof federal financial participation. * Prepare all related reconciliations and transfers inrelationsto the claim. * Complete the quarterly CMS 64 informational schedules for Money Follows the Person (MFP). Work withprojectoffice on coordination of reporting of expenditures and draw down and distribution of revenue. * Track payment vouchers (PVs)to ensurethey are processed and completedin a timely manner. This includes assisting in the gathering ofback updocumentation if necessary. * Prepare and calculate quarter end close outs for Medicaid and CHIP. * Prepare Cash Transfers to make payments to public providers andallocaterevenue to different funds and revenue sources. * Act as a liaison and work with various auditors, gathering documentation and responding to their information needs. * Prepare written correspondence including reports, manuals,chartsand graphspertaining toMedicaid revenue claiming and grant award estimates for internal and external informational purposes. * Querying databases and using pivot tables for dataanalysis tosupport Medicaid claiming and developing reports. * Work on assigned projects withinExecutiveOffice of Health & Human Services as well as with other public providers to help inidentifyingand maximizing new sources of federal revenue.
