    DCWP is seeking a dynamic and highly motivated professional to serve as its Deputy Director of Human Capital/ Administrative Staff Analyst.

     

    Reporting directly to the Director of Human Capital, the Deputy Director will play a pivotal role in overseeing and enhancing all aspects of human resources functions, including employee services, recruitment, workforce development, labor policy, and long-term leave management. This position requires a strategic thinker with a strong commitment to fostering a positive and compliant workplace culture.

    Responsibilities include, but are not limited to:

    - Assist the Director of Human Capital in planning, directing, and coordinating HR services and activities, ensuring alignment with DCWP's mission and objectives.

     

    - Oversee and process high-level personnel transactions, including promotions, salary adjustments, and civil service appointments, ensuring accuracy and compliance with applicable policies.

     

    - Develop and deliver a range of training programs, workshops, and seminars focused on leadership development, performance management, employee relations, and compliance with labor laws.

     

    - Lead recruitment efforts by developing innovative community outreach initiatives, attending job fairs, and collaborating with educational institutions to attract a diverse pool of qualified candidates.

     

    - Collaborate with oversight agencies and unions to ensure adherence to all applicable laws, regulations, and internal policies. Regularly review and update HR policies to reflect best practices and legal requirements.

     

    - Serve as a point of contact for employee relations issues, providing guidance and support to supervisors and staff to foster a positive work environment.

     

    - Assist in the development and implementation of performance appraisal systems, providing training and support to supervisors in conducting effective performance evaluations.

     

    - Utilize HR metrics and data analytics to assess the effectiveness of HR programs and initiatives, preparing reports for senior management as needed.

     

    - Participate in labor negotiations and manage labor relations matters, ensuring compliance with collective bargaining agreements and addressing labor-related issues promptly.

     

    - Lead efforts to integrate HR technologies that streamline processes, enhance data management, and improve overall HR service delivery.

    ADMINISTRATIVE STAFF ANALYST ( - 1002A

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

    Salary Min: $ 95,051.00
