This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
The MnDOT Office of Transit and Active Transportation provides oversight, planning, and technical assistance to over 30 transit system providers throughout Greater Minnesota (outside of the Twin Cities Metropolitan Area). This position will be the technical lead on executing transit plans and projects, such as the Greater Minnesota Transit Plan (statewide), 5-year implementation plans (regional), and ongoing Service Planning technical assistance to transit systems. The incumbent will be responsible for strategic management of transit data and processes/procedures and monitoring and analyzing transit system trends and performance. Analyzing system trends and performance includes maintaining real-time dashboards of metrics such as ridership, revenue hours, revenue miles, fleet vehicles, operating expenses and asset management. The position will serve as the technical liaison representing transit interests to other MnDOT offices and external partners.
Minimum Qualifications
Two years of advanced professional experience that demonstrates an understanding of Geographic Information Systems (GIS) and computer generated cartography that demonstrates:
+ Experience researching, analyzing, visualizing, and reporting data.
+ Experience with advanced statistical tools to conduct qualitative and quantitative analysis.
A Bachelor's degree in Geography, Geographic Information Systems, Surveying, Engineering, Planning or Computer Science substitutes for six months of advanced professional experience.
Preferred Qualifications
+ Experience with advanced data analysis tools such as RStudio, Python, or similar coding tools.
+ Experience developing transit service plans using GIS or other analytical tools and incorporating data sources from the census, National Transit Database, or other local or national databases.
+ Experience with using ArcGIS Story Maps, PowerBI, PowerApps, or similar for data visualization of statistical and spatial data to describe trends, present, and communicate technical content to public audiences and stakeholders.
+ Experience as a project manager or task lead, directing the work of other staff.
