_*Telework is available for employees residing in a bordering county to the state of Minnesota. Generally, employees may telework up to 50% of their scheduled workdays each month from their assigned permanent/principal work location, subject to approval. This leadership position exists to work in partnership with the Director of Mental Health Services and the Director of Substance Use Disorder Services to provide strategic leadership and direction for the Integrated Behavioral Health Services Section, including but limited to the Sustainable Systems of Care Development Team, American Indian Team, Crisis Services Team, and Peer Services Team. The incumbent directs complex statewide programs that promote the integration of primary care, mental health, and substance use disorder services by developing and implementing comprehensive strategies to align service areas, enhance collaboration between programs, and coordinate care delivery across healthcare settings. This includes advancing initiatives to embed behavioral health services within primary care practices, supporting the implementation of collaborative care models, and fostering partnerships between behavioral health and medical providers. The incumbent ensures equitable access to integrated behavioral health services for all Minnesotans, with particular attention to culturally responsive care and recovery-oriented practices.
The Domain of Responsibilities Include:
+ **Integrated Services Section Direction, Leadership and Management.** Work collaboratively with the Director of Mental Health Services and Director of Substance Use Disorder Services to ensure effective integration of services while maintaining the integrity of specialized programs.
+ **Strategic Planning and Systems Development.** Lead the development of sustainable systems of care that effectively integrate mental health and substance use disorder services.
+ **Program Implementation and Oversight.** Ensure effective implementation and operation of integrated service programs while maintaining appropriate connections to specialized services.
+ **Legislative, Policy & Budget Management.** Manage legislative policy and budget activities related to integrated services in coordination with other directors and division leadership.
+ **Stakeholder Engagement and Partnership Development.** Build and maintain strong partnerships across state administrations, departments, divisions, healthcare systems, community organizations, and other key stakeholders to support integrated service delivery while respecting specialized program needs.
+ **Personnel Management and Employee Development.** Build and maintain a high-performing, diverse workforce through effective management practices and strategic employee development initiatives.
Minimum Qualifications

Professional leadership or supervisory experience.
AND
Two (2) years managerial experience managing programs, including strategic planning and directing the work of staff for a government or non-profit human services organization.
OR
Five (5) years of professional leadership or supervisory experience for a government or non-profit human services organization.
Experience must include:
+ Advanced understanding of both mental health and substance use disorder service systems.
+ Expertise in integrated care models and evidence-based practices.
+ Strong knowledge of federal and state behavioral health regulations.
+ Understanding of behavioral health crisis transformation and best practices.
+ Knowledge of peer support and recovery-oriented practices.
+ Understanding of culturally diverse practices and tribal sovereignty.

+ Experience developing innovative service delivery models.
