Contract Specialist
The Contract Specialist will support the full lifecycle of government contracting activities—including pre-award planning, pricing and cost analysis, contract awards, and post-award administration. This role will also assist Contracting Officers in developing solutions and recommendations, and may help prepare specialized contract instruments such as grants, cooperative agreements, task orders, and other agreements.
Compensation & Benefits
+ Estimated Salary Range: $70,000–$73,000 (based on experience)
+ Benefits: Full-time employees are eligible for medical, dental, vision, 401(k), and other benefits (subject to change).
Key Responsibilities
+ Support contracting activities related to the F-22 FTU Beddown and other projects for the 633d Contracting Squadron (CONS), including efforts at Langley AFB and Fort Eustis.
+ Provide contract management support to meet the objectives of Joint Base Langley-Eustis, following the Federal Acquisition Regulation (FAR), Department of Defense (DoD) and Air Force policies, and local contracting procedures.
Responsibilities include:
Mentorship & Training
+ Guide and advise both civilian and military personnel on contracting processes.
+ Prepare training materials and official correspondence as needed.
Contract Review
+ Review contract solicitations, awards, and modifications to ensure they meet all regulatory requirements and include proper supporting documentation.
Contract Management
+ Pre-Award: Assist base personnel with acquisition planning, market research, solicitation preparation, site visits, and developing negotiation strategies.
+ Award: Use contracting systems like CON-IT, KTFS, and AMS to prepare contracts, verify vendor registrations (e.g., SAM.gov), support negotiations, and ensure all regulatory requirements are met.
+ Post-Award: Manage active contracts, review invoices, prepare modifications, conduct site visits, monitor performance, support issue resolution, and manage contract closeouts.
+ Other related duties as assigned.
Qualifications
+ Education: Bachelor’s or Master’s degree from an accredited college or university.
+ Experience: At least 8 years of experience handling government contracts (pre-award through post-award).
+ Certifications: Level II APDP/DAWIA Contracting Certification or equivalent commercial training.
+ Technical Skills:
+ Proficiency in Microsoft Office (Excel, Word, PowerPoint)
+ Experience using procurement tools such as CON-IT, KTFS, PIEE/WAWF
+ Knowledge:
+ Strong understanding of FAR and related acquisition policies
+ Familiarity with contract management and quality assurance principles
+ Other Requirements:
+ Must be a U.S. citizen
+ Must be able to obtain a government security clearance or Common Access Card (CAC)
+ Must pass pre-employment qualifications
