    Description

    This position is a 80% FTE (32 hours per week). Applications received through Thursday, May 1, 2025 at 4:30 PM will receive priority first review. This position will remain opened until filled but may be closed at any time a qualified candidate is selected.

     

    About the Position

     

    Under administrative direction, performs various administrative duties in support of the City Clerk; works with detailed, complex and sensitive materials and exercises independent judgment, diplomacy and human relations skills in accomplishing work; uses and maintains the city’s electronic content management (ECM) system to manage official records, manages the records archiving program in coordination with the State Archives.

    New hires generally start between $5,419.20 and $5,975.20 monthly. Placement within the position’s full wage scale is based on qualifications and professional experience. The full wage scale for this position is between $5,419.20 and $6,917.60 monthly. (Wage is based on 80% FTE)

     

    This position is expected to work 32 hour per week but may be asked to work additional hours. Due to the nature of the workload, some flexibility in schedule is needed such as additional time outside normal office hours to the business of the City as needed or directed.

     

    The City currently offers hybrid works schedules based on the requirements of the position.

    The City Clerk's Office is composed of the City Clerk and deputy City Clerk. The Clerk's Office provides administrative, legislative, and technical support to the Mayor, City Council, City staff, and the community at large. We help make government open and accessible to the Edmonds community by doing our jobs with integrity, respect, and a focus on customer service.

    The City of Edmonds is a beautiful community on the Puget Sound waterfront with a population of 43,420 ( MRSC, 2024 (https://mrsc.org/research-tools/washington-city-and-town-profiles) ) and is the gateway to the Olympic peninsula via the state ferry system. Edmonds provides a full range of services, including contracted fire services, police services a municipal court, a community pool, a regional performing arts facility, public works and utilities, a regional wastewater treatment facility, along with community events and services through our Parks, Recreation, and Cultural Services Department. Six department directors report directly to the Mayor and oversee approximately 279 full–time-equivalent employees.

    Essential Functions and Responsibilities

    + Performs various administrative duties in support of the City Clerk.

    + Works with detailed, complex and sensitive materials and exercises independent judgment, diplomacy and human relations skills in accomplishing work.

    + Manages the lifecycle of city records utilizing electronic content management (ECM) systems according to established procedures and State law; oversees City archives, arranges for storage and destruction of city records.

    + Provides information to elected officials and City staff as requested within scope of knowledge or authority or refers to appropriate person or agency.

    + Records documents with Snohomish County as needed and maintains associated files.

    + Performs notary services on documents related to citywide business.

    + Prepares and processes official public hearing notices, publications and postings in accordance with state laws and procedures and updates City website as needed.

    + Prepares and submits agenda memos as needed and copies finalized City Council packets and distributes appropriately.

    + Prepares City Council chambers for meetings.

    + Serves as City Clerk in their absence.

    Minimum Qualifications

    Education and Experience:

    Associates Degree in Business Administration, Office Management or related field and three years of increasingly responsible office technical or clerical experience that involves heavy customer service and work with records management, Council/Mayoral or other executive level support; preferably within a public agency; OR an equivalent combination of education, training and experience that will allow the incumbent to successfully perform the essential functions of the position.

    Required Licenses or Certifications:

    + A valid Driver's License at time of hire and a driving record that is acceptable to the City’s insurance requirements. Out of state candidates must obtain their WA State Driver's License within 30 days after moving to WA https://www.dol.wa.gov/driverslicense/moving.html

    + A criminal background check is required following a verbal offer of employment. Criminal history is not an automatic employment disqualifier. Results are reviewed on a case-by-case basis.

    + May be required to obtain Certified Municipal Clerk designation within a specified period of time after hire.

    + May be required to obtain a Records Management Certification within a specified period of time after hire.
