This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
You will direct and manage the Tribal Grants section staff and oversee tribal grants for federal funds, local road improvement, Safe route to schools, active transportation programs funded or other programs with state transportation funds that tribes are eligible for. The tribal grants program objectives of the Department’s tribal nations policy are attained by working with the State Aid Division Engineer on achieving state quality control compliant infrastructure using state program funding and MnDOT grants office to ensure compliance around grants delivery. You will also be responsible for providing statewide leadership and direction in program development and delivery of tribal transportation projects.

Minimum Qualifications
1 year of managerial experience in the areas noted below:
OR
2 years professional supervisory in the areas noted below:
OR
3 years advanced professional in the areas noted below:
+ Experience in implementing Mn State Statue 10.65, Government to Government relationships with tribal governments.
+ Experience with Minnesota State Aid programs, overseeing large, complex financial funding sources and grants sufficient to manage tribal participant grants, tribal transportation funding eligibilities while balancing both governmental interests;
+ Experience with Bureau of Indian Affairs self-governance guidelines sufficient to ensure policies are analyzed, created, adhere to, etc;
+ Experience working with FHWA funded programs sufficient to work with tribal engineers and ensure grant financial sources meet engineering obligations;
+ Knowledge of project management theory and practice sufficient to manage all assigned projects to successful completion;
+ Experience as a leader on projects where you have motivated other team members, persuaded them to complete project assignments and monitored project work tasks.
