Overview
Devis is seeking a IT Human Capital Manager to join our team in support of the Defense Health Agency (DHA) Business Operations and Executive Support Services (BOESS) contract.
This role is critical in shaping workforce optimization strategies that align with the agency’s mission and ensuring workforce readiness in support of IT, cybersecurity, and digital transformation objectives. The ideal candidate will serve as a strategic advisor to executive leadership, collaborating with program stakeholders and C-suite equivalents.
This is a high-visibility role with strategic oversight of military and civilian personnel functions across the ADHCA, RMED, and SDD PMO/Branches, directly supporting human capital lifecycle activities such as recruitment, onboarding, organizational design, performance evaluation, awards, timekeeping, and temporary duty assignments.
This role is contingent upon award and is on site in Falls Church, VA.
Primary Duties
+ Serve as a strategic advisor to DHA leadership on human capital strategies aligned with enterprise IT and cyber goals, ensuring workforce alignment with evolving digital and security missions.
+ Support onboarding and orientation of new federal/military hires with a focus on seamless integration into IT and cybersecurity program environments.
+ Coordinate closely with C5ISR and other DoD cyber mission partners to support personnel readiness and IT workforce alignment.
+ Develop and maintain organizational charts (CDRL A008), force structure documents, and position descriptions that reflect evolving digital transformation initiatives.
+ Provide guidance and oversight for performance management functions, ensuring alignment with cybersecurity and digital service objectives.
+ Support strategic workforce planning and readiness, identifying and addressing skill gaps in IT, data analytics, cybersecurity, and digital service capabilities.
+ Manage in/out-processing workflows for military, civilian, PHS, and contractor staff, ensuring readiness for secure environments and classified systems as required.
+ Lead hiring strategies that support hard-to-fill IT/cyber roles, leveraging metrics and forecasting tools (CDRL A009) to track recruitment and retention trends.
+ Advise leadership on military and civilian manpower actions, including talent alignment, performance ratings, career development plans, and succession strategies.
+ Provide SME-level support on DHA, Army, Navy, and Air Force personnel policies, ensuring compliance with IT and cyber workforce governance.
+ Utilize personnel and manpower systems to retrieve data, generate readiness reports, and conduct workforce analysis for cyber operations and enterprise IT functions.
+ Track readiness metrics for cyber personnel, ensuring compliance with DHA Military Personnel Support Branch standards and DoD cyber workforce frameworks.
+ Oversee the implementation of the Individual Development Plan (IDP) for IT and cybersecurity talent, aligning with DoD Cyber Workforce Framework (DCWF) and NICE/NIST guidelines.
+ Assist in the development and execution of sustainable human capital strategies that support emerging technologies, digital services, and secure IT environments.
+ Collaborate with senior IT leaders to ensure HR operations align with enterprise architecture, cloud adoption, cyber resilience, and IT governance initiatives.
+ Perform additional duties in support of evolving C-suite and mission-critical initiatives as required.
Skills and Knowledge
+ Demonstrated expertise in strategic human capital management, workforce planning, and talent optimization, particularly within IT, cybersecurity, and digital transformation environments.
+ In-depth understanding of DoD and Service-specific personnel systems, with experience navigating military and civilian manpower programs, including compliance with relevant directives, policies, and cyber workforce regulations.
+ Strong familiarity with cybersecurity workforce frameworks such as the DoD Cyber Workforce Framework (DCWF) and NICE/NIST Cybersecurity Workforce Framework (NIST SP 800-181).
+ Proven ability to engage with executive leadership and stakeholders across IT, cyber, and enterprise operations to align human capital initiatives with mission objectives.
+ Experience developing and executing performance management strategies for IT and cybersecurity personnel, including the creation of metrics-driven career development and retention programs.
+ Knowledge of HRIS and personnel management systems used to track and report on workforce data, readiness levels, and staffing metrics for cyber and IT teams.
+ Skilled in organizational change management, force structure analysis, and workforce capability assessments to support strategic technology and security initiatives.
+ Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Outlook), SharePoint, and other collaboration platforms; experience using analytics tools to support reporting and strategic decision-making.
+ Exceptional communication, interpersonal, and presentation skills with the ability to effectively brief senior leadership and translate complex workforce data into actionable strategies.
+ Highly organized, detail-oriented, and proactive in managing competing priorities in fast-paced, mission-driven environments
Required Qualifications
+ Minimum of 5 years of progressive experience in human capital management, workforce planning, or personnel operations, with at least 2 years supporting IT or cybersecurity-related functions in a federal, DoD, or similarly regulated environment.
+ Demonstrated experience managing or supporting end-to-end human resource lifecycle activities such as recruitment, onboarding, performance management, and workforce analytics—particularly in support of IT/cyber teams.
+ Experience working with or advising military and civilian personnel systems, including a solid understanding of DoD manpower regulations, service-specific policies, and joint force human capital practices.
+ Strong analytical skills with the ability to interpret workforce data and trends to inform leadership decisions and support mission-driven personnel planning.
+ Familiarity with human resources management systems (HRIS), talent management tools, and workforce readiness reporting systems used across the DoD or large federal agencies.
+ Exceptional organizational and project management skills, capable of leading multiple priorities simultaneously while ensuring compliance with federal regulations and agency standards.
+ Must be a U.S. citizen with the ability to obtain and maintain a Public Trust clearance; existing clearance preferred.
Preferred Qualifications
+ Bachelor’s degree in Human Resources, Information Systems, Cybersecurity, Business Administration, or a related field; Master’s degree
+ Professional HR certification (SHRM-CP, SHRM-SCP, PHR, SPHR)
+ Experience with Defense Civilian Personnel Data System (DCPDS)
+ Knowledge of DoD Instruction 1400.25 (DoD Civilian Personnel Management System)
+ Experience with military personnel management systems
+ Experience supporting senior leadership or C-suite executives in a federal or defense IT environment, including familiarity with strategic planning, digital modernization, and cyber readiness initiatives.
+ Experience in the development and implementation of IT workforce strategies that align with zero trust architecture, secure cloud adoption, and digital resilience.
Clearance
+ Active Secret Security Clearance, is preferred.
Salary Range
+ $120,000 - $135,000
