Overview
Devis is seeking a Project Manager/Stakeholder Engagement Manager to join our team in support of the Defense Health Agency (DHA) Business Operations and Executive Support Services (BOESS) contract.
This executive-facing, mission-critical role supports senior DHA leadership by driving strategic communications, stakeholder coordination, and enterprise engagement efforts across the Military Health System (MHS). This position will lead the Solution Delivery Division (SDD) Stakeholder Engagement team in providing comprehensive communications, outreach, and stakeholder management services to support mission objectives and enhance program effectiveness.
As a trusted advisor, you will collaborate with top executives, internal teams, and external partners to enhance organizational alignment and transparency. This role requires a strategic thinker with exceptional communication skills and the ability to manage complex taskers, facilitate high-level events, support change initiatives, and craft compelling content that informs, aligns, and inspires diverse audiences.
This role is contingent upon award and is on site in Falls Church, VA.
Primary Duties
+ Tasker & Inbox Management
+ Monitor and respond to taskers in the division’s tasker system by suspense dates.
+ Upload taskers requiring coordination where Stakeholder Engagement is the owner/facilitator (e.g., conference attendance, All Hands, J-6 monthly inputs).
+ Manage Stakeholder Engagement inbox: coordinate inquiries and distribute updates, events, and general information.
+ Stakeholder Communication & Coordination
+ Liaise with program management offices and branches to support internal and external communications.
+ Support Quality Management and leadership in executing change management efforts; provide SME input and document development.
+ Maintain and update the Stakeholder Engagement Catalog of Services for quick-reference by internal and external audiences.
+ Event Planning & Execution
+ Plan and facilitate Stakeholder Engagement and divisional offsites.
+ Coordinate and execute quarterly All Hands (presentations, dry runs, logistics).
+ Organize and host Lunch & Learns and project management offerings.
+ Plan and conduct New Hire Orientation (logistics, materials, Welcome Book updates).
+ Communication Products & Content Development
+ Create weekly QUAD charts highlighting SE activities and key events.
+ Draft "tear lines" to summarize accomplishments and initiatives for internal publication.
+ Write, edit, and post leadership biographies and weekly leadership messages.
+ Design and publish internal (monthly) and external (quarterly) newsletters, including layout, graphics, and approvals.
+ Graphics, Media & Marketing Support
+ Design branding materials: newsletters, annual reports, fact sheets, brochures, logos, and videos.
+ Capture photos and video for events, conferences, promotions, and leadership messages.
+ Develop and manage content for conferences and events (speaker coordination, materials, on-site support).
+ Digital Platform & Website Management
+ Administer and train others on GovDelivery and milSuite platforms.
+ Manage internal Stakeholder Engagement websites and SharePoint sites, ensuring up-to-date content across executive comms, multimedia, events, and publications.
+ Strategic & External Collaboration
+ Coordinate with DHA Communications and MHS Communications for external messaging (Health.mil, DHA InfoHub).
+ Support major initiatives and enterprise programs by developing communications plans and promotional artifacts (screensavers, presentations, brochures, etc.).
+ Support system transitions by creating communication products to inform and streamline changes.
+ Assist with PEO MS/CIO J-6 coordination, monthly taskers, and reporting.
+ Administrative & Reporting Support
+ Prepare senior leadership briefings, memos, media responses, brochures, and newsletters.
+ Track and report communications expenses monthly.
+ Archive historical briefings and communications content.
Skills and Knowledge
+ Strong familiarity with Department of Defense (DoD) structure and the mission of the Defense Health Agency (DHA) is highly desirable.
+ Exceptional written and verbal communication skills with the ability to translate complex information into clear, concise messages for diverse audiences.
+ Highly organized and detail-oriented with a proactive mindset and the ability to anticipate needs.
+ Demonstrated experience working in fast-paced environments, managing multiple priorities with competing deadlines.
+ Strong collaboration and interpersonal skills—able to build effective working relationships across functional teams and leadership levels.
+ Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), SharePoint, and communication platforms such as GovDelivery and milSuite preferred.
+ Creative problem-solver with a passion for stakeholder engagement, storytelling, and strategic communication.
Required Qualifications
+ Minimum of 5 years of professional experience in consulting, project management, communications, stakeholder engagement, or a related industry.
+ Familiarity of the DoD and the Defense Health Agency is highly desired.
+ Detail-oriented, organized, and self-motivated with high attention to detail.
+ Demonstrated ability to manage communications initiatives or projects from concept to execution.
+ Strong organizational and communication skills with experience in people management.
+ Proven ability to synthesize input from multiple stakeholders and deliver high-quality outputs under tight deadlines.
+ Ability to handle efficiently and effectively multiple and shifting priorities.
+ Knowledge of change management and organizational improvement practices.
+ Must be a U.S. citizen and able to obtain and maintain a Public Trust clearance.
Preferred Qualifications
+ Bachelor’s degree in Communications, Public Relations, Business Administration, Organizational Development, or a related field.
+ Project Management Professional (PMP) certification and/or other project management credential.
+ Experience working in or supporting federal health agencies, particularly within the Military Health System (MHS) or DHA.
+ Experience with healthcare communications or DoD stakeholder engagement.
+ Background in event planning, content creation, newsletter development, and visual design tools is a plus.
+ Background in graphic design, web content management, or multimedia production.
+ Knowledge of strategic communications planning and implementation.
+ Familiarity with communications tools, branding, marketing strategy, and digital platforms for stakeholder outreach.
+ Experience developing and executing change management strategies.
+ Experience with government outreach and public affairs activities.
Clearance
+ Active Secret Security Clearance is preferred.
Salary Range
+ $130,000 - $140,000
