The Assistant HR Director position will manage and direct the Training, Recruitment, HR Transactions, and Staffing units in the Minnesota IT Services Human Resources Office, providing HR management and support for a unique state agency in 20 agency-based offices and more than 70 physical locations around the State of Minnesota.
This position will provide management and oversight in the planning, execution and assessment of the HR program, including development and implementation of policies, procedures and human resource staffing strategies. This highly experienced and responsible professional managerial position will also assist the HR Director in developing and implementing strategic human resources initiatives that promote an inclusive and connected culture of work, and that advance and innovate existing HR processes and services.
This position requires an employee to be onsite in Saint Paul, Minnesota, with some opportunity to perform work from a telework location.

Minimum Qualifications

Bachelor's Degree in Human Resources or related field AND four (4) years of relevant Human Resources experience OR minimum of six (6) years of increasingly responsible professional level experience in HR which includes a broad range of functional areas, such as classification, HRIS transactions, recruitment, selection, FMLA/leave management, compensation, worker's compensation, training, performance management, labor and employee relations.
Experience must also include the following:
+ Lead work, supervisory or managerial experience in human resources
+ Technical knowledge of human resources management sufficient to plan, organize, direct, implement, and explain complex laws, rules, policies, and practices.
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
+ Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
+ Master's Degree or higher in Human Resources or related field.
+ Two (2) or more years managerial or supervisor experience.
+ Experience in a union and/or government environment
+ Experience in managing and/or developing and delivering HR-focused in-house training initiatives and management development, leading and/or planning organization-wide training events, and measuring or evaluating the effectiveness of training initiatives.
+ Experience providing recruitment leadership and support including developing candidate sourcing strategies, developing methods to measure effectiveness of recruitment activities, and/or developing presentations or marketing materials to showcase the organization as an employer of choice.
+ Proven experience implementing new ideas, programs or initiatives that advance and innovate existing HR processes and services.
+ Experience with agile methodology and customer-centered design.
+ Leadership and delegation skills sufficient to effect desired changes within the organization.
+ Thorough knowledge of employment practices including training, compensation and talent acquisition.
