    The Office of Legal Affairs provides legal advice, counsel and representation to all the Agencies’ offices and program areas and ensures that all matters comply with federal and state legal mandates. The primary functions are organized within four major subject matter areas or units, General Law, Litigation, Hearings, and Transactions.

    Job Summary:

    Assistant Counsel will be a team member in a fast-paced transactional and program administration practice representing the agency in complex financial lending, as well as assisting with programmatic design, legal administration, and programmatic compliance.

    Job Duties:

    + Knowledge of state and federal housing programs and be familiar with statutes and regulations affecting the programs and be capable of applying those laws and rules when negotiating and drafting agreements and legal documents for the multiple program areas of capital development, community renewal, public works, emergency response and housing preservation.

    + Manage a portfolio of programs to assist with compliance, background checks, monitoring, investigations into fraud and waste and other programmatic requirements.

    + Complete assignments related to financing, transfer, and regulation of real property across NYS.

    + Assist program staff to develop and implement enforcement policy, subrecipient agreements, contractor contracts and loan document and other agreements or contracts as necessary for the agency units being served.

    + Other tasks may be assigned, as needed.

    Minimum Qualifications:

    + Admission to the New York State Bar and two years of experience in the practice of law subsequent to admission to the Bar.

    + Additional skills and experience to help to further our mission and accomplishing the state's housing goals include experience with public policy, administration, real estate, finance, procurement, and/or ligation and appeals would be beneficial.
