The Field Administrator position oversees operations of the Offices of Public Assistance (OPA) across the state to attain compliance with regulations, oversees the effectiveness of program services and ensures compliance with regulations, oversees strategic operations, and represents the bureau with internal and external stakeholders. In addition, DPHHS is the largest state agency with a wide range of advancement opportunities whether you are joining the workforce or have several years of experience. *Qualifications for this Career Opportunity*** * * * Knowledge of the concepts and theories of public program administration including public assistance, program development, budget and fiscal management; contract monitoring, legislative and administrative rulemaking. * Knowledge of management concepts including economics, strategic planning and goal setting, organizational development, business process reengineering, organizational theory, human relations, operations research, and personnel management. * Knowledge of CHIMES, business information technology, research, analysis and/or policy development methods. * Knowledge of personnel laws, policy, collective bargaining, and employee and labor relations. * Experience in workflow management, including the ability to plan, assign, monitor and evaluate the work of staff. * Skill in critical thinking and conflict resolutions. * Ability to evaluate programs and implement new or revised procedures to implement changes in regulations and improve efficiency. * Ability to understand, interpret, explain and apply complex regulations, laws and directives pertaining to human service and / or public assistance programs. * Meet minimum qualifications: o Bachelor’s degree in business, public administration, social services, or a related field. o Seven years of progressively responsible experience including supervisory, policy development, and program development and evaluation experience. o Experience in workflow management, including the ability to plan, assign, monitor and evaluate the work of staff. Specific conditions will be provided by the supervisor and must adhere to state policy. This position may be eligible for a statutory 2.5% an hour base pay increase effective July 1, 2025 and on July 1, 2026. The primary location for this position is Helena. Other locations will be considered dependent on available workspace in an existing Office of Public Assistance location.
