Contracts and Proposals Specialist
Job Description
We are seeking a highly skilled Contracts and Proposals Manager to oversee the complete lifecycle of contract management from solicitation to award. The ideal candidate will be responsible for reviewing and selecting government and commercial sales opportunities, understanding manufacturing processes, and leading contract negotiations.
Responsibilities
+ Manage the complete lifecycle from solicitation to award for a given contract.
+ Review and select government and commercial sales opportunities and/or solicitations based on capability, competition, history, and expertise.
+ Understand manufacturing processes, products, procedures, and material/labor/NRE regulations.
+ Create, prepare, and submit responses for RFPs, RFIs, and RFQs with cost mark-ups.
+ Understand US Government solicitation and bidding process and contractual requirements, including US Federal Acquisition Regulations (FARS/DFARS), export regulations, First Article Tests (FATs), and Production Lot Tests (PLTs).
+ Lead contract/bid negotiations for terms and conditions, and manage contracts through senior functional management, referring to legal counsel when necessary.
+ Review, interpret, and lead preparation of packages for Truth in Negotiation Act (TINA) requirements in proposals.
+ Create and submit protests to the US government about solicitations and contracts awarded to competitors.
+ Understand market dynamics and competition with respect to pricing and lead time.
+ Collaborate with the team to write, edit, and proofread proposal sections to ensure all requirements are captured accurately in CRM.
+ Lead continuous improvement projects to enhance the current proposal/sales process.
+ Support the sales team in developing plans for attaining new business.
+ Lead Source Approval Request (SAR) package submissions for the US Government and assign and drive actions and sections of SARs by functional departments for the packages.
+ Ensure compliance with Government regulations regarding SAR submittals.
+ Ensure and maintain effective commercial governance in accordance with policies, procedures, and processes.
+ Implement effective contract management during project lifecycles, including customer liaison to improve contract win rates with government and commercial customers.
+ Prepare, review, and negotiate agreements, including but not limited to NDAs/PIAs, LTAs, and contracts, to protect the company’s commercial and legal interests.
+ Ensure the effective flow down of prime terms into contractual arrangements with suppliers.
+ Work with internal teams and Government Source Inspection (GSI) employees to resolve inspection, compliance, or product acceptance issues.
Essential Skills
+ Able to work effectively in a team environment.
+ Excellent communication skills.
+ Experience in the aerospace industry is highly preferred.
+ Familiarity with government contract bidding websites such as SAM.gov.
+ Experience with government bidding processes.
+ Experience in manufacturing, customer service, contracts administration, purchase orders, proposals, requests for proposals, and requests for quotations.
+ High proficiency in Microsoft Applications (Excel, Word, PowerPoint, Outlook, Teams, CRM, Visio).
+ Experience with proposals, including reading and analyzing RFIs, RFPs, and RFQs.
+ Familiarity with U.S. Federal Government agencies and procurement processes.
+ Working experience with US Federal Acquisition FARs/DFAR and US Export Regulations.
Additional Skills & Qualifications
+ Bachelor's degree and/or 5 years’ experience in a related area such as engineering, business/marketing, finance, economics, customer service, or account management.
+ Advanced degree and professional certifications (e.g., CPCM™, CFCM™, CCCM™) are a plus.
Work Environment
The work schedule is Monday through Friday, 8:30 AM to 4:30 PM. The team consists of two members, including the manager. The role requires a collaborative and dynamic approach to meet the needs of government and commercial customers.
Pay and Benefits
The pay range for this position is $105000.00 - $125000.00/yr.
