The Construction Services group consists of 43 staff including Principal Contract Administrators, Contract Administrators, Inspectors, Administrative Support, Assistant Managers, and a Department Manager.

How your work would contribute to our organization and the Twin Cities region:
The Assistant Manager, Construction Services assists the Manager, Construction Services in the oversight of the Construction Services Department in support of the Capital Program, which includes construction contract administration, quality assurance, inspection, stakeholder communication, compliance with applicable state, local and federal laws and ordinances, and risk management associated with construction in the regional wastewater collection system and 9 water resource recovery facilities.
This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.
What you would do in this job
+ Directly supervise MCES construction administration and inspection staff, who work with contractors, MCES operations and maintenance staff, property owners, regulatory agencies, city, state and county transportation agencies and other stakeholders, in the implementation of capital improvements projects for construction projects ensuring that budget, quality, and schedules are achieved and contracts are properly administered.
+ Monitor work activities to ensure compliance with established policies and procedures.
+ Train, mentor, and coach with respect to contract administration, schedules, quality, change orders, problem prevention, and dispute resolution.
+ Provide performance feedback to assigned staff.
+ Contribute to the development of construction administration tools, databases, work instructions, and processes to improve efficiency and effectiveness of the department.
+ Represent the Construction Services Manager during absences by interpreting contract language; make general decisions about projects to ensure conformance with contract documents and schedule and facilitate resolution of disputed work.
+ Perform related duties as assigned.
What education and experience are required for this job (minimum qualifications)
Any of the following combinations in completed education (degree field of study in construction management, engineering, or related field) and experience (in heavy construction or construction management with exposure to a broad range of disciplines such as civil, mechanical, or electrical):
+ Associate/technical degree with 8 years of experience including 3 years of experience in a leadership/supervisory role.
+ Bachelor's degree with 6 years of experience including 3 years of experience in a leadership/supervisory role.
License Requirements: Valid driver's license with acceptable driving record.
What additional skills and experience would be helpful in this job (desired qualifications):
+ 3 years of experience in construction of facilities at wastewater treatment plants, lift stations or conveyance systems.
+ Knowledge of engineering, civil, electrical and mechanical principles.
+ Knowledge of laws, codes and regulations relating to construction, inspection, design and specifications.
+ Knowledge of occupational hazards and standard safety practices.
+ Skill in planning and organizing, analyzing, estimating and troubleshooting projects.
+ Skill in providing leadership to diverse staff members by instructing, training and mentoring, and assisting in developing individual goals and objectives to be successful in their job.
+ Ability to establish and maintain effective working relationships with a variety of individuals involved in the project.
+ Ability to work independently (with minimal supervision) as well as in a team environment.
+ Ability to effectively present information to management or public groups in a clear and concise manner.
+ Ability to read, analyze, and interpret complex materials such as technical journals, financial reports, codes, regulations, and legal documents.
+ Ability to respond to common inquiries or complaints from customers, which require effective interpersonal and communication skills.
+ Ability to write correspondence and reports in a prescribed technique or style.

What your work environment would be:
Work is typically performed in a construction office environment but may conduct work in a field environment. While performing the duties of this position, the employee may be occasionally exposed to an outdoor environment with exposure to noise, dust, grease, smoke, fumes, odors, gases, including slippery or uneven surfaces and rough terrain. Travel between primary work site and construction sites may be required.
