Description of Work Unit
The Colorado State University ( CSU ) System, along with its partners, has developed a unique and exciting public facility called CSU Spur at the National Western Center in Denver, Colorado. The CSU Spur campus houses three buildings focused on water, food and agriculture, human and animal health, and sustainability. Within the Spur buildings, CSU conducts research and convenes experts from around the globe; students of all ages engage with science and have opportunities for exploratory learning, transforming their thinking about food, water, and health, and the careers available in these fields; and partners join in programming the space and bringing evolving content to the year-round campus. CSU Spur is part of alarger 250-acre redevelopment project, which started in 2013 and reimagines what the National Western Center can be, creates a site that will support the National Western Stock Show long-term, and makes the location a year-round destination. Position Summary
The CSU Spur Campus is seeking a Director of Facilities Management to join the dynamic CSU Spur leadership team. The Director of Facilities Management (FM) works closely with various departments at CSU Spur to deliver smooth campus operations and a positive experience for visitors, students, tenants, and employees. The Director of FM will manage ongoing campus operations at this unique satellite campus, coordinating with an integrated team that includes event management, educational programming, visitor experience and exhibits, IT, administration, fundraising, and programs.
The CSU Spur campus is a public-facing campus, with over 100,000 visitors a year. Open year-round, CSU Spur hosts several research labs, service providers, veterinary care, equine care, educational offerings and events. The Director of FM will manage the operations of the facilities that support these various uses, including managing external partnerships and tenants within the buildings, working closely with IT and other departments, ensuring best-in-class management for sustainability principles including energy and water savings and occupant health, and managing budgets and contracts to keep the Spur facilities running smoothly.
The Spur Director of Facilities Management position is a unique opportunity for a positive, creative, and detail-oriented facilities professional to work with an integrated team to continue to advance the operations of this 3-year-old satellite campus of CSU . The Spur campus has a one-of-a-kind collection of amenities that include multiple types of laboratories, classrooms, a teaching kitchen, a food lab, a greenhouse, student living spaces, horse stables, a veterinary clinic, a flexible theater, and more. This unique position requires both creativity and attention to detail and is a chance to demonstrate expertise in both.
The position is a salaried position, that will require duties during regular working hours as well as duties during extended hours for events scheduled at the campus.
This position is supervised by Associate Vice President, Spur Campus & Special Projects.
Required Job Qualifications
+ Bachelor’s degree.
+ Minimum of 5 years of oversight and management responsibility for building operations.
+ Demonstrated experience managing multiple buildings (e.g., corporate, government, or educational campus) together.
+ Demonstrated budget and financial acumen, including operating budgets of over $1M and management of real estate leases.
+ Demonstrated knowledge in facility management in areas including advanced energy systems, building performance, sustainability, energy and water use reduction, and healthy building materials and operations.
+ Demonstrated experience managing security teams and/or contractors.
+ Demonstrated strong organizational and detail-oriented administrative skills, including managing contractors, reports, contracts, and internal staff.
+ Ability to read and understand Construction Documents, including plans and specifications in a variety of formats, including Bluebeam.
+ Proficiency with Microsoft Office Suite including Outlook, Excel, Word, Teams.
+ Demonstrated strength in interpersonal communication skills, and effective engagement of stakeholders, tenants, and visitors.
+ Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.
Preferred Job Qualifications
+ Demonstrated experience convening, managing, and participating in effective cross-disciplinary teams.
+ Minimum of 2 years of experience managing facilities in a university or similar institutional environment as a primary responsibility.
+ Demonstrated knowledge of advanced energy systems, central utility plants, boiler systems, water treatment, electrical, plumbing, painting, carpentry, building controls, maintenance and the tools and material used in the preventive maintenance of the facility.
+ Demonstrated experience with business continuity planning, contingency planning, emergency preparedness and management, emergency operation centers ( EOC ), or disaster recovery.

Duty/Responsibility
+ Leads on-site operations, including oversight of security, maintenance, parking, tenant relations, property management, etc.
+ Manages the Spur Operations team, which supports the operational needs of various activities on the campus, including, but not limited to, researchers, instructors, veterinarians, animal caretakers, clinicians, outreach programs, events, education, the café, teaching kitchen, and living spaces.
+ Negotiates, executes, and oversees the fulfillment of contracts for operational services with third-party vendors, including, but not limited to: Garbage/Recycling/Compost, Elevators, Central Plant/ HVAC , Landscaping, Window Washing, Janitorial Services, Snow Removal, Security.
+ Directs a Spur Operations team that:
+ Leads preventive maintenance and repairs to the building mechanical, electrical, carpentry, HVAC and plumbing, life safety, fire protection and security systems. Trains employees on proper equipment usage
+ Creates and manages inspection and repair schedules
+ Maintains maintenance activity records and logs.
+ Requisitions and/or purchases supplies and materials
+ Manages and work alongside staff and contractors to perform daily work orders, troubleshoot and repair or arrange for repairs of the building operating systems.
+ Tracks and manages warranty-related issues related to new systems and equipment installed in the building.
+ Tracks and reports building performance against sustainability and health metrics.
+ Manages access to secured spaces.
+ Manages parking passes and ensures the parking charges are processed monthly.
+ Manages door schedules and adjusts as needed for emergency closures, after hours classes, etc.
+ Manages staff of the Ardent Mills Teaching and Culinary Center.
+ Collaborates closely with the leadership of the Spur Education, Events, Administration, and IT teams to align operations with services and strategic goals.
+ Participates in regular internal coordination and Spur leadership team meetings.
+ Oversees the updating of facility operational manuals and warranty tracking with CSU Facilities Management.
+ Ensures asset and data management regarding building systems through integrated work management system ( AIM by Asset Works).
+ Collaborates with Risk Management to identify operational and security risks and create solutions.
+ Responsible for Emergency Management Plans for all facilities, including for programs and tenants, and development of animal emergency management. Responsible for regular safety trainings and drills.
+ Complies with and tracks all Health and Safety rules and regulations, including management of any necessary building licenses or permits.
+ Collaborates with the National Western Center Authority on any site-wide operational needs, including common area maintenance.

+ Oversees on-site Property Management and Project Management activities for leasable spaces and coordinates the common needs of the tenants and other third parties, as needed (e.g., events, partners, etc.)
+ Participates in lease negotiations, in collaboration with Spur executive team. Takes lead in executing and amending leases and Facilities Use Agreements.
+ Coordinates necessary documents and logistics for use of onsite housing, which includes apartment rental, dorm rooms, and visiting guest rooms. Potential users include tenants, FFA Officers, Americorps volunteers, interns, externs, staff, conference hosts, and others.
+ Coordinates with CSU Purchasing and Leads Requests for Proposal ( RFP ) bidding processes for food service provider, vending, and other contracted services for operations.
+ Maintains good relationships and provides high-level operational support for all internal CSU programs and External Tenants/Partners.

+ Oversees hiring, management, and evaluation of positions that report to Director of Facilities Management, including Assistant Manager for Facilities, Spur Building Maintenance Manager, and Food Innovation Center Operations Manager.
+ Tracks costs and updates financial reports regularly.
+ Leads the annual Spur Operations budgeting process and ensures budgets are followed.
+ Gathers all vendor proposals for yearly purchase order requisitions.
+ Allocates and approves all operational vendor payments.
+ Develops an annual strategic plan that is in accordance with overall project goals, including sustainability and building performance.
+ Develops annual operational budget for the facility including internal staff and contracts.
+ Monitors and evaluates the performance of Operations staff and contractors.
+ Develops 5-yr and 25-yr Capital Projects Plan with the Spur executive team for the facility to include refurbishment/replacement of major equipment, signage, furniture, etc. as required.

+ With adherence to the University Construction Policy and in collaboration with CSU Facilities Management Department, manages maintenance activities, capital improvements, and renovation projects, including design, procurement, and completion, with focus on high standards and minimizing disruptions to tenants, guests, and the public.
+ Manages FFE delivery and install, or minor renovations required by onsite programs, including research, education, and outreach programs.
