Description
Come join the executive team responsible for the oversight of the City of Detroit’s American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Fund (SLFRF) dollars. We are looking for an individual passionate about project management to help us push these historic public funds into the Detroit community.
Detroit received $826.7M in SLFRF funding from ARPA. For complete details on how these funds have been invested and the opportunities available to citizens and vendors, please visit detrotimi.gov/ arpa . As part of Department of Treasury guidance, all projects funded by SLFRF funds must report program outcomes demonstrating both the impact of the Covid-19 pandemic on the health and socio-economic well-being of Detroiters, as well as the ways that these dollars have reached those impacted populations.
This position supports the ARPA Leadership team, which is housed within the Office of Development & Grants under the Office of Chief Financial Officer . This position will work closely with a dynamic team of municipal employees and consultants responsible for the deployment of the Cit y’s SLFRF funding under ARPA . The best candidate will show a willingness to be a flexible team member who can adapt to the ever-evolving portfolio goals throughout the grant period of performance. We are looking to fill two positions on the team . Our tentative roles and responsibilities are split out below, but are subject to change .
Examples of Duties
Reporting to the Assistant Director of ARPA Budget:
+ Develop and support financial and programmatic data analysis and visualization
+ Coordinates with Data teams to update ARPA website finance dashboards
+ Coordinates with Departments and HR to manage ARPA staffing and compliance
+ Review programmatic budgets to ensure alignment across systems
Reporting to the Deputy CFO for Development & Grants :
+ Supports Deputy CFO and Director of Implementation & Compliance with the resolution of issues as it relates to City Departments and grant Subrecipients
+ Manage portfolio tracking systems
+ Assist ARPA project teams through the compliance approval pr o cess
+ Prepare presentations (ppt)
+ Manages repository of compliance documents and updates
Minimum Qualifications
Minimum Qualifications:
+ 2+ years of experience in project management, for a public/non-profit enterprise
+ 4-Year d egree in business administration, public administration, public policy or related field
+ Proficient in MS Excel
+ Ability to work in a dynamic team environment and create an inclusive environment with in different departments
+ Comfortable with ambiguous and ever-changing situations
Preferred:
+ Proficient in Smartsheet and Salesforce

Medical Plan Offering for Administrative Special Services Employees
The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
+ CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
+ VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
+ PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
+ MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
+ WORKERS COMPENSATION – Covered by applicable laws.
+ UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
+ HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
+ This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
