    As a Program Manager - Contract Buyer at ARS, you will:

    + Manage, perform, and administer contracting functions for commodities, equipment, services, and construction using acquisition procedures, negotiation, and other approved methods

    + Use automated contracting systems to prepare, process, and analyze transactions and products

    + Prepare memoranda, determinations and findings, justifications, and approvals to document contracting files

    + Analyze statistical data and ensure compliance with bonding, insurance, and tax requirements

    + Review requirements including descriptions, government furnished property, availability of funds, justifications for sole source, brand name purchasing, and delivery requirements

    + Review government estimates, evaluate responsiveness of bids and offers, conduct negotiations, and award contracts

    + Conduct site visits to determine adequacy of contractor compliance, performance, and customer satisfaction

    + Resolve claims, disputes, and appeals

    + Evaluate methods and procedures used in purchasing commodities, services, and construction

    + Ensure contractors’ adherence to delivery schedules and prices

    + Perform other duties as assigned.

    Qualifications:

    + **Experience:** Program Manager, with at least 5-7 years in a DoD environment.

    + **Education:** BA/BS degree preferred.

    + **Security Clearance:** Active Top Secret Security Clearance.

    + **Certifications:** PMP Certificate preferred.

    + **Citizenship:** Must be a US citizen.
