    Rincon Consultants, Inc. is seeking an **Environmental Planner/Project Manager** in the **Water Resources Sector** with experience in CEQA/NEPA for water infrastructure projects. This role will be responsible for overseeing teams conducting research, impact analysis, and report preparation; client coordination and communication; and business development. Projects will be focused on the water resources sector, **including potable water, wastewater, recycled water, desalinated water, groundwater, and stormwater infrastructure projects** as well as **water supply and water rights projects** . Clients will primarily consist of water/wastewater agencies and districts, public works departments, and engineering firms. We are seeking enthusiastic, entrepreneurial, and motivated individuals who excel in working in a fast-paced, evolving practice to grow Rincon’s Water Team across California.

     

    While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility. Additionally, to promote in-person collaboration and client teaming, we prioritize hiring those who reside within 50 miles of a Rincon office which currently includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura. **Although this position is listed for Los Angeles, it is available at any of the locations mentioned above.**

    Overview of Key Duties and Responsibilities:

    + Write and manage the preparation of **CEQA/NEPA documents** , particularly for **water infrastructure projects** .

    + Prepare and oversee **environmental constraints analyses** .

    + Manage and advise clients on all aspects of the **CEQA/NEPA process** , including **compliance** with CEQA Guidelines, agency-specific guidance, legislation, and case law.

    + Maintain **clear and consistent communication** with clients, subconsultants, and interdisciplinary teams.

    + Provide **technical oversight** and coordinate **fieldwork, research, and impact analyses** by organizing and managing interdisciplinary teams.

    + Oversee **subcontractors** and technical teams, ensuring **quality control** , **budget management** , and **schedule adherence** .

    + Build and maintain **business relationships** , identify **leads** , and prepare **proposals** to secure contracts, fostering **repeat work** based on expertise and reputation.

    + Demonstrate **expertise** in CEQA/NEPA and related technical areas, instilling **confidence** in clients and peers.

    + Train and **mentor in-house staff** in CEQA/NEPA processes and other environmental disciplines.

    ** ** ** ** ** **This Job Might Be for You If You Have the Following:

    + **BA/BS** in environmental science, urban planning, or related discipline; advanced degree desired.

    + Minimum of **5 years’ experience** working in **California** ; environmental consulting firm experience preferred.

    + Experience preparing **CEQA/NEPA documents** for water-related infrastructure (e.g., potable water, wastewater, stormwater, groundwater, water rights).

    + Experience coordinating with **water agencies** , public works staff, and **engineering firms** during the environmental review process.

    + Solid understanding of **CEQA/NEPA** and related **federal, state, and local regulations** .

    + Experience managing projects from **design concept** through **environmental planning** to **mitigation implementation** .

    + Strong **writing** and **communication** skills, including authorship or oversight of technical reports.

    + Detail-oriented, resourceful, innovative, with strong **time management** abilities.

    + Excellent **interpersonal skills** for working with multidisciplinary teams, clients, and agencies.

    + Experience managing **schedules** and **budgets** .

    + Proficient in **Microsoft Office** (Word, Excel, PowerPoint, Teams, etc.).

    ***More senior professionals (e.g., 10–15+ years) are also strongly encouraged to apply.** Responsibilities and salaries will adjust accordingly, with senior-level pay exceeding the posted range.

    The base salary range for this full-time position is $88,000–$120,000, plus a generous benefits program. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
