The City of St. Charles, Missouri is seeking a leader and experienced systems engineer to join our IT team who has specialized in network infrastructure, cybersecurity, and compliance. This position will have responsibilities as the Assistant Director, Innovation & Technology. As such, this role is responsible for providing backup and assistance to the Director, Innovation & Technology for general management of the Information Technology Department, and will have the following responsibilities regarding Systems Engineering: network infrastructure implementation, management, and advanced technical support for a range of network and security devices while ensuring the stability, security, and compliance of our IT infrastructure.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
+ Help Director to provide leadership, direction and guidance to technical staff
+ Assist in formulating and implementing policies, procedures, and standards for the department.
+ Makes recommendations to the Director for improvements to systems and procedures.
+ Acts on behalf of the Director in his/her absence, as directed.
+ Provides input to long range capital improvement plan and implementation strategies.
+ Assists with budget requests for computer hardware and software.
+ Assists and monitors record keeping for warranties and service contracts and inventory.
+ Conducts special projects as needed or directed.
+ Provide advanced support for network switches, routers, firewalls, packet-shaping appliances, and other security-related devices.
+ Configure and maintain Cisco/Meraki network architecture, including Cisco IOS, Meraki devices, and Meraki wireless networks.
+ Understanding and ability to implement and maintain a policy based network.
+ Implement, configure, and manage next-generation firewalls, such as Palo Alto Networks PA-3400 Series or Fortinet FG-600 Series. This includes managing and maintaining all next generation features.
+ Manage and optimize packet-shaping appliances to ensure efficient network traffic flow.
+ Coordinate the management of our endpoint protection system.
+ Evaluate and monitor security aspects of the IT infrastructure, including servers, applications, and networks, to ensure compliance with industry standards and regulations.
+ Investigate and document security violations, report them to the appropriate authorities, and lead remediation efforts.
+ Define and gain approval for system and network plans, and assist in the selection of enterprise tools and technologies.
+ Ensure internal control systems are in place to maintain appropriate access levels and security.
+ Collaborate with multiple departments to implement security initiatives and develop security awareness programs.
+ Prepare, implement, and maintain disaster recovery and business continuity plans for network and cybersecurity systems.
Minimum Training and Experience Required to Perform Essential Job Functions
+ Experience with team and/or project leadership is strongly preferred, but not absolutely necessary.
+ Extensive hands-on experience with Cisco/Meraki network architecture, including Cisco IOS and Meraki device configuration.
+ Strong knowledge of next-generation firewalls (Palo Alto Networks PA-3400 Series or Fortinet FG-600 Series).
+ Experience with Cisco IP telephony and Cisco/Meraki wireless solutions.
+ Proficiency in packet-shaping appliances and network traffic management.
+ Experience with MDR/XDR endpoint protection solutions (preferred).
+ Solid understanding of network security, access control, intrusion prevention, and compliance requirements.
+ Strong analytical and problem-solving skills, with a proactive approach to incident response and cybersecurity best practices.
+ Experienced managing and maintaining network monitoring and management tools.
+ Familiarity with security monitoring tools, SIEM solutions, and security frameworks.
+ Experience in disaster recovery planning, risk assessment, and mitigation strategies.
Preferred Certifications (at least one or more)
+ Cisco Certified Network Professional (CCNP) or Cisco Certified Internetwork Expert (CCIE)
+ Cisco Meraki Solutions Specialist
+ Palo Alto Networks Certified Network Security Engineer (PCNSE) or Fortinet Network Security Expert (NSE)
+ Certified Information Systems Security Professional (CISSP) or Certified Ethical Hacker (CEH)
